Book excerpt: FOREWORD This book came about as a result of two events: an exhibition on the Solvay Physics Councils, held in Brussels in May 1995, and a conference on the same theme which took place at the Free University of Brussels (ULB) on May 1Oth 1995. A book was published in French in conjunction with the exhibition, and much of the present publication is taken from that book. In addition, we have included some of the papers presented at the conference, as we believe they add a further dimension to the history of the Councils. The French term, Conseil Solvay, is usually translated into English as Solvay Conference or Congress. We have elected to retain the particular connotations of the French word Conseil by translating it instead as Council. The Councils were, after all, no ordinary conferences. Only a limited number of participants was invited, hand picked by a scientific committee, who for five to six days took an active part in the sessions and the long discussions that followed. Each day, one or two physicists would present a paper on a subject that had been chosen by the committee to fit in with the overall theme of the Council. The word Conseil expressly implies the gathering of an elite to engage in debate.

The articles examine the specific conditions that have given rise to the growth of transnational science in the 20th century. Among these are: the need for cognitive and technical standardization of scientific knowledge-products, pressure toward cost-sharing of large installations such as CERN, the voluntary and involuntary migration of scientists, and the global market for R&D products that has emerged at the end of the century. The volume raises many new questions for research by historians and sociologists of science and poses problems that are of concern both to scientists and science policy-makers.

The quan tum itself had by that time reached the age of 25, having first seen the light of day on the eve of the nativity of the 20th century itself. Either shunned or completely unnoticed, the quantum seemed for a long time to be an illegitimate child. Even Max Planck himself, its own father, could not bring himself to accept his monstrous child until he was forced to do so -that is, until it became clear that the problems which were arising in physics could not be solved without the quantum. At first the quantum "like a greasy stain, soaked through all the different branches of physics" and then, like an explosion, came the creation of quantum mechanics. The overwhelming majority of those who first created quantum mechanics were just about of an age with the quantum itself. These were very young people, born as the new century was born, give or take a year or so. Hence the phrase was coined - "the quantum generation". At that time there was quantum everything - towns, steps, park benches, lodging houses and so, natu rally, the quantum generation.
