Daley was the son of the legendary machine boss, Mayor Richard J. Daley, who had presided over the city during the post–World War II urban crisis. Richard M. Daley led a period of economic restructuring after that difficult era by building a vibrant tourist economy. Costas Spirou and Dennis R. Judd focus on Richard M. Daley’s role in transforming Chicago’s economy and urban culture.The construction of the "city of spectacle" required that Daley deploy leadership and vision to remake Chicago’s image and physical infrastructure. He gained the resources and political power necessary for supporting an aggressive program of construction that focused on signature projects along the city’s lakefront, including especially Millennium Park, Navy Pier, the Museum Campus, Northerly Island, Soldier Field, and two major expansions of McCormick Place, the city’s convention center. During this period Daley also presided over major residential construction in the Loop and in the surrounding neighborhoods, devoted millions of dollars to beautification efforts across the city, and increased the number of summer festivals and events across Grant Park. As a result of all these initiatives, the number of tourists visiting Chicago skyrocketed during the Daley years.Daley has been harshly criticized in some quarters for building a tourist-oriented economy and infrastructure at the expense of other priorities. Daley left his successor, Rahm Emanuel, with serious issues involving a long-standing pattern of police malfeasance, underfunded and uneven schools, inadequate housing opportunities, and intractable budgetary crises. Urban policy making requires goal setting in four critical areas: economic development, urban growth, services, and wealth redistribution. Ronald Weiner shows how urban policy was conceived and implemented by the local governing elites, or regimes, between 1825 and 1929. Each regime-Merchant, Populist, Corporate, and Realty-set policy goals in the four areas; set priorities among the goals; and used their power, public and private, to guide the city toward these ends. Each regime dominated policy making for at least twenty years, and the successes and failures of each regime contribute to our understanding of how Cleveland became the city that it is today. The successes of the Merchant Regime's economic development policy made Cleveland's industrialization possible. The urban growth policy of the Corporate Regime built the downtown civic center and University Circle. However, the Populist, Corporate, and Realty regimes' failures to plan for Cleveland's economic future helped set in motion the declining economic fortunes so harshly in evidence today, and the triumph of the expansionist Realty Regime's urban growth policy promoted heedless suburban development at the expense of the central business district and inner city. Manning's (1860-1938) national practice comprised more than sixteen hundred landscape design and planning projects throughout North America, from small home grounds to estates, cemeteries, college campuses, parks and park systems, and new industrial towns. Manning approached his design and planning projects from an environmental perspective, conceptualizing projects as components of larger regional (in some cases, national) systems, a method that contrasted sharply with those of his stylistically oriented colleagues. In this regard, as in many others, Manning had been influenced by his years with the Olmsted firm, where the foundations of his resource-based approach to design were forged. Manning's overlay map methods, later adopted by the renowned landscape architect Ian McHarg, providedthe basis for computer mapping software in widespread use today. One of the eleven founders of the American Society of Landscape Architects, Manning also ran one of the nation's largest offices, where he trained several influential designers, including Fletcher Steele, A. D. Taylor, Charles Gillette, and Dan Kiley. After Manning's death, his reputation slipped into obscurity. Contributors to the Warren H. Manning Research Project have worked more than a decade to assess current conditions of his built projects and to compile a richly illustrated compendium of site essays that illuminate the range, scope, and significance of Manning's notable career with specially commissioned photographs by Carol Betsch.
