Book excerpt: Excerpt from Proceedings of the Annual Congress of the National Prison Association of the United States: Held at Boston, July 14-19, 1888 The present unhappy controversy over the employment of con victs at useful, productive, and profitable work, while undergoing sentence, can only be temporary. It is a symptom of the general uneasiness arising from the change in the industrial system of the world consequent upon the scientific discoveries and inventions of the present century, which have so suddenly and rapidly brought about the use of labor-saving machinery operated by steam, and have thus occasioned the wonderful expansion of production. Whenever society shall have adjusted itself to the new economic conditions, the labor question, of which this controversy is a sub ordinate phase, will cease to give the trouble that it now does. Meanwhile, the necessity for occupation in prison is conceded. It remains to be seen whether the interests of a few manufacturers and workmen, who feel the competition of manufactures in prisons, shall be allowed to override the interest of the whole people of the United States. To state the question in this form is to answer it. The Association took steps looking toward the calling of a special conference on the prison labor question, which will probably be held next December, in Albany. The next regular annual meet ing of the Association will be held in Nashville, Tennessee, in the autumn of 1889. The hospitality and kindness shown to the Association by the people of Boston deserves acknowledgment here; and the penal and reformatory institutions of Massachusetts, which we were privileged to inspect under peculiarly agreeable auspices, excited our warm approval and admiration. He entertains, if I understand him rightly, radical views in relation to crime prevention, and punishment or penalty for crimes committed. He thinks the tendency has been toward too much legisla tion, - more especially as to petty offenses, called misde meanors; and somewhat so as toward the more serious offenses, those classed as felonies or crimes; and that far too many arrests are made by police authorities in cities; and also that the police court system, not in our state alone but in several of our sister states, is faulty in the extreme. He has always been opposed to the letting of the labor of prisoners by contract; and has advocated earnestly the introduction of reformative agencies in the management of prisons; and has, so to speak, been in sympathy in all things with the purposes for which your association was formed. For these reasons, I repeat, I regret that he is not to be with us to-night. Your association was organized more than twenty years ago. Its first president was the then governor of Ohio, General Rutherford B. Hayes. Following him as presi dent was His Excellency Horatio Seymour, of New York. Still, to the average American, the consideration of crime and criminals is an uncanny subject, and therefore, he is a little shy of those who are interested in it, and his private opinion, I fear, is, that such people are to be avoided rather than commended. Book excerpt: Excerpt from Proceedings of the Annual Congress of the National Prison Association of the United States: Held at Pittsburg, October 10-14, 1891 Did time permit, I might recite some of the atrocious abuses of the city prison of Philadelphia at the early dawn of the nineteenth century, which were exposed and corrected through the efforts of the society to which I have referred. They are matters of history, and to those who dispute the necessity, or doubt the wisdom of such organizations, I would say Go and search the records. The abolition of the branding-iron, the pillory and the whipping-post, the ameliorations of the moral and physical condition of the prisoner and the introduction of labor into the prison constituted some of the immediate results of the benevolent efforts of the Philadelphia Society. In the light of the fact that these reforms were effected long before the horrors of Newgate Prison were revealed to the world by Elizabeth Fry, and a quarter of a century before the most enlightened nations across the sea had even contem plated the enactment of remedial laws, we must conclude that in that early day Pennsylvania led the world in the progressive movements touching the treatment and care of prisoners, and securing the reforms demanded by an advanced age in the enactment of criminal law.
