Book excerpt: The Erice International Seminars are multidisciplinary seminars attended by over 100 eminent participants from all fields of science. Each year, a few scientific issues are selected and experts are invited to present contrasting views during the plenary multidisciplinary sessions of the seminar, followed by general debates. These sessions offer a unique opportunity for specialists to enlarge their vision of their related fields by being confronted with ideas and suggestions from high-level scientists in complementary domains of science. Associated workshops allow the experts to further refine and process the ideas evoked during the seminar. This year's topics are all actual. For instance, on climate issues we have focused on the management of a global warming and on new theoretical alternatives to climate modeling. More specifically, a comparative study is made of controversies regarding six UNESCO World Heritage sites in Germany and the United Kingdom. The six cases involve traditional monuments (the cathedral of Aachen and the castle and cathedral of Durham), industrial heritage (the Zollverein Coal Mine in Essen and the former tin and copper mines in Cornwall), and cities (Dresden and Liverpool). Studying how long-term landscape developments interact with local actors and nationally organized regimes reveals important differences between the decentralized German and the centralized British approach to heritage preservation. These differences not only have consequences for the governance of heritage preservation in the two countries, but also for their relations with international organizations such as UNESCO.

Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Mindful of the new realities of the global economy within which Canada and its regions must compete, and of the promise/threat of rapidly changing technology, McGee identifies the need for a new order of priorities with which governments can meet these challenges and opportunities.
