This report presents proceedings of a workshop on implementation of PA for domestic stocks. Topics covered include: the legal framework for PA; the development of the PA in Canada; basic approaches, including risk analysis, population projection models, and approaches used in specific fisheries; case studies from Canada and Australia; and limitations & pitfalls of the PA. Book excerpt: This workshop represents the culmination of a three-year research project aiming at developing concepts & tools for the implementation of the precautionary approach (PA) for Canadian fisheries. The workshop report begins with a review of the project and presentations on the development of PA experiences in Canada & other areas. The report then presents case studies, identified as the mechanism for gaining insight into the PA, that focussed on exploring conceptual frameworks and on identifying the risks associated with different potential management strategies. This is followed by reports from breakout groups formed to facilitate small-group discussion on implementation of the PA. Finally, proposals for a generic framework for a PA are presented along with directions for future activities. Appendices include a checklist for implementation of a PA framework and a report on PA implementation for Canadian harvest fisheries.
