Book excerpt: Excerpt from Proceedings and Address, of the Democratic State Convention: Held at Syracuse, January Tenth and Eleventh, 1856 Pursuant to the call of the Democratic State Central Committee, the delegates from the several Assembly Districts met at noon on the 10th day of January, A.D. 1856, in the City Hall, in the city of Syracuse. Mr. Ballard, of Cortland, called the Convention to order, and on his motion, Hon. John J. Taylor, of Tioga, was appointed temporary chairman. Mr. Taylor, on taking the chair, addressed the Convention as follows: Gentlemen of the Convention: Accept my thanks for the distinguished honor you have conferred upon me in inviting me to preside over your incipient proceedings. I do not deem this a proper occasion to make an address, nor is it necessary that I should. You are all aware of the duties we have to discharge, in expressing the sentiments of the democrats of this state, and in selecting delegates to represent them in the National Convention. I trust we shall each feel the responsibility of these duties and hope we shall so discharge them as to have the approbation of our own consciences and the approval of our constituents. Let us so shape our action that it will be in accordance with sound national principles, and tend to secure equal rights to every portion of our country. Book excerpt: One hundred and fifty years after Kansas was admitted to the Union, we still find ourselves fascinated by the specter of "Bleeding Kansas" and the violence that preceded the American Civil War by five years. Although ample attention has been devoted to understanding why territorial violence broke out in Kansas in 1856, of equal concern but less illuminated is the question of why government, both local and national, allowed the violence to continue unstanched for so long. This question is fundamentally about governance-its existence, exercise, limits, and continuance-and its study has ramifications for understanding both Kansas events and why the American experiment in government failed in 1861. In addition, the book also sheds light on the nature of democracy, the challenges of implanting it in distant environs, the necessity of cooperation at the various levels of government, and the value of strong leadership. To Govern the Devil in Hell uses the prism of governance to investigate what went wrong in territorial Kansas. From the first elections in late 1854 and early 1855, local government was tarnished with cries of illegitimacy that territorial officials could not ameliorate. Soon after, a shadow government was created which further impeded local management of territorial challenges. Ultimately, this book addresses why Presidents Franklin Pierce and James Buchanan failed to act, what hindered Congress from stepping into the void, and why and how the lack of effective governance harmed Kansas and later the United States.

The Convention met at 11 o'clock, and was called to order by Platt Potter, Esq, of Schenectady, who nominated Benjamin Welch, Jr., of Erie, for temporary Chairman. Carried, with applause. H. H. Van Dyck, of Albany, nominated Mr. Eaton (editor of the Herkimer Courier) for Secretary. Agreed to. Hon. Thomas Carroll, of Rensselaer, nominated Mr. Carr, of Rensselaer, for second Secretary. Agreed to. J. C. Smith, of Ontario, moved a Committee be appointed to report permanent officers. The motion was adopted. The Committee consisted of two from each Judicial District, as follows: 1st Dist. - Messrs. Kennedy and Northrup. 2d " - Messrs. Floyd and Dennison. 3d " - Messrs. Wilder and Pulver. 4th " - Messrs. Cochrane and Chapin. 5th " - Messrs. Hunt and Outwater. 6th " - Messrs. Gregg and Chase. 7th ' - Messrs. James C. Smith and Godfrey. 8th " - Messrs. Fargo and Bristol. David Dudley Field, Esq., of New-York, moved the appointment of a Committee of two from each judicial district, to prepare Resolutions and an Address. Carried. The Committee was appointed as follows: Messrs. Field, Robinson, Dennison, Floyd, Van Dyck, Wynckoop, Churchill, Adams, Jenkins, Morgan, Campbell, Huson, Barlow, Denin, Thayer, Davis.
