Book excerpt: From the late imperial period until 1922, the British and French made private and government loans to Russia, making it the foremost international debtor country in pre-World War I Europe. To finance the modernization of industry, the construction of public works projects, the building of railroads, and the development of the military-industrial complex, Russia's ministers of finance, municipal leaders, and nascent manufacturing class turned, time and time again, to foreign capital. From the forging of the Franco-Russian alliance onwards, Russia's needs were met, first and foremost, by France and Great Britain, its allies, and diplomatic partners in the developing Triple Entente. Russia's continued access to those ready lenders ensured that the empire of the Tsars would not be tempted away from its alliance and entente partners. This web of financial and political interdependence affected both foreign policy and domestic society in all three countries. The Russian state was so heavily indebted to its western creditors, rendering those western economies almost prisoners to this debt, that the debtor nation in many ways had the upper hand; the Russian government at times was actually able to dictate policy to its French and British counterparts. Those nations' investing classes-which, in France in particular, spanned not only the upper classes but the middle, rentier class, as well-had such a vast proportion of their savings wrapped up in Russian bonds that any default would have been catastrophic for their own economies. That default came not long after the Bolshevik Revolution brought to power a government who felt no responsibility, whatsoever, for the debts accrued by the tsars for the purpose of oppressing Russia's workers and peasants. The ensuing effect on allied morale, the Anglo-French relationship, and, ultimately, on international relations in the twentieth century, was grim and far-reaching. Jennifer Siegel narrates a classic tale of money and power in the modern era-an age of economic interconnectivity and great power interdependency-involving such figures as Lord Revelstoke, chairman of Baring Brothers, the British and French Rothschild cousins, and Sergei Witte, Russia's authoritative finance minister during much of this age of expansion. For Peace and Money highlights the importance of foreign capital in policymaking on the origins and conduct of World War I.

By combining the official with the popular and drawing on an extensive range of oral history interviews, this monograph shows that a suspicion born out of Britain’s long (neo-)colonial connection to Cyprus has come to frame the image and understanding of British actions associated with the events, and lasting consequences, of 1974. Indeed, with the island of Cyprus still divided, and the requirement to remember a national imperative, this book has a direct contemporary relevance. However, within the existent literature, while much has been written about the political roots of the Cyprus conflict, no study has yet sought to systematically analyse and understand the influences shaping the history and memory of British actions on Cyprus in 1974. One defined by the existence of 'partitionist' conspiracies, collusive accusations and a series of memory distortions which continue to resonate strongly irrespective of the evidence that is now available. As such, by analysing the influences shaping the image of Britain in 1974, one can begin to understand in ever greater detail the Anglo–Greek Cypriot relationship in a modern context.

Yet the idea that the university has a civic responsibility to teach its undergraduate students ethics and morality has been met with skepticism, suspicion, and even outright rejection from both inside and outside the academy. In this collection, renowned scholars of philosophy, politics, and religion debate the role of ethics in the university, investigating whether universities should proactively cultivate morality and ethics, what teaching ethics entails, and what moral education should accomplish. The essays quickly open up to broader questions regarding the very purpose of a university education in modern society. Editors Elizabeth Kiss and J. Peter Euben survey the history of ethics in higher education, then engage with provocative recent writings by Stanley Fish in which he argues that universities should not be involved in moral education. Book excerpt: In 1946, at a time when other French colonies were just beginning to break free of French imperial control, the people of the French Antilles-the Caribbean islands of Martinique and Guadeloupe-voted to join the French nation as departments (Départments d'outre mer, or DOMs). Eschewing independence in favor of complete integration with the metropole, the people of the French Antilles affirmed their Frenchness in an important decision that would define their citizenship and shape their politics for decades to come. For Antilleans, this novel path was the natural culmination of a centuries-long quest for recognition of their equality with the French and a means of overcoming the entrenched political and economic power of the islands' white minority. Disappointment with departmentalization quickly set in, Kristen Stromberg Childers shows in this work, as the promised equality was slow in coming and Antillean contributions to World War II went unrecognized. Champions of departmentalization such as Aimé Césaire argued that the "race-blind" Republic was far from universal and egalitarian. The French government struggled to stem unrest through economic development, tourism, and immigration to the metropole, where labor was in short supply. Antilleans fought against racial and gender stereotypes imposed on them by European French and sought to stem the tide of white metropolitan workers arriving in the Antilles. Although departmentalization has been criticized as a weak alternative to national independence, it was overwhelmingly popular among Antilleans at the time of the vote, and subsequent disappointment reflects the broken promises of assimilation more than the misguided nature of the decision. Contrasting with the wars of decolonization in Algeria and Vietnam, Seeking Imperialism's Embrace examines the Antilleans' more peaceful but perhaps equally vexing process of forging a national identity in the French empire.
