Book excerpt: Excerpt from Papers and Transactions for 1919 and Proceedings of the Thirty-Sixth Annual Meeting at New Haven, February 17 and 18, 1920 I will say all used by our troops except a little purchased from the F rench - were manufactured by our laboratories at West Street. So far as I know the matter of sound-ranging equipment dur ing the active period of the war was the most closely guarded secret of the war. It was very closely guarded for the reason that the Allies had reason to believe that they had a better means, a better apparatus for locating the position of enemy guns than did the Germans; and for the further reason that they did not know of any of their secrets having leaked out. The result was that when we were set at the task of developing and completing this apparatus, we were impressed with the necessity of keeping everything very secret; and when we set to work to manufacture this apparatus the pieces were manufactured under faked names and in different places, and the assembling work, which was nor mally entrusted to mechanics, was actually done by two or three very high-priced and reliable engineers, who with their own hands assembled the apparatus, adjusted it, tested it out, boxed it up, sealed the boxes, and turned it over to the military forces for shipment to France. As a matter of fact, although I was in uniform and in charge of these laboratories, I found it difficult to get into the rooms where this work was done. The guards were very suspicious of everyone, and unless you had proper credentials, they would not let you in. Whenever the rooms were left, the locks were sealed and the seals stamped with the time, and were not supposed to be opened except by properly accredited Officers. Before, however, dealing with the work of the Institute during the past year, the Council desire to place on record a brief resume of those activities connected with the war in which the Insti tute, its Fellows and Associates, and British chemists generally have taken a part. In September, 1914, the question of securing adequate supplies of chemical reagents, laboratory glass and porcelain, and filter paper claimed the early attention of the Institute and the Society of Public Analysts. Joint meetings of the Councils of the two bodies were held to consider the matter. A Committee from the two bodies was formed to deal with the question of reagents, and a List of Reagents for Analytical Purposes, with notes indicating the standard of purity regarded as necessary for analytical work, was produced and circu lated to manufacturers, some of whom undertook to provide reagents complying with the tests prescribed. In October, I914, the Council of the Institute appointed a Glass Research Committee, the primary object of which was to provide formulas for the manufacture of laboratory ware. Their work was subsequently extended to embrace many other varieties of glass and has continued until practically the date of the armistice. The valuable results attained arefamiliar to the Members of the Institute from the reports which have appeared in the Proceedings from time to time. Book excerpt: Excerpt from Bulletin of the Imperial Institute, 1919, Vol. 17 The Imperial Institute was erected at South Kensington as the National Memorial of the Jubilee of Queen Victoria, by whom it was opened in May 1893. The principal object of the Institute is to promote the utilisation of the commercial and industrial resources of the Empire: (i) by arranging comprehensive exhibitions of natural products, especially of the Dominions, Colonies and India; and (ii) by providing for their investigation, and for the collection and dissemination of scientific, technical and commercial information relating to raw materials. Until the end of 1902 the Imperial Institute was managed by a Governing Body, of which H.R.H. the Prince of Wales (afterwards King Edward VII.) was President, and an Executive Council, including representatives of the Indian Empire and of all the British Colonies and Dependencies. In 1900 the building became the property of H.M. Government, by whom the western portion and galleries were leased to the Governing Body of the Imperial Institute, the greater part of the eastern and central portions being assigned, subject to rights of usage, for occupation by the University of London. In July 1902 an Act of Parliament was passed transferring the management of the Imperial Institute to the Board of Trade, assisted by an Advisory Committee including representatives of the Dominions, Colonies and India, as well as of the Colonial and India Offices, the Board of Agriculture and the Board of Trade.
