Book excerpt: Excerpt from Problems of the Present South: A Discussion of Certain of the Educational, Industrial, and Political Issues in the Southern States With two exceptions, the papers here included have been prepared for this volume and have not heretofore appeared in print. Even in these exceptional instances the chapters have attained only a small private circulation, and they are here presented in a somewhat altered form. While, therefore, the volume is thus so largely and so directly representative of matter that has not before found its way to print, I am aware that certain repetitions will be noted. These are chiefly due to the fact that the book has but one essential theme, and that each chapter is an attempt - from a somewhat different point of view - to discuss this one subject. The volume is an effort to contribute, from a standpoint within the life and thought of the South, to the discussion of the rise of democratic conditions in our Southern States. The problems of the South - industrial, educational, political - appear as phases of the essential movement toward a genuinely democratic order. The limitations of space have made it necessary to postpone the discussion of some of the topics which it seemed desirable to include. Departing from the issue that has lately preoccupied observers of the South - the region's waning cultural distinctiveness - the contributors instead look at the dynamics of the region's long-troubled relationship with the rest of the nation. To envision the concept of the "Problem South," and what it means to those within and without the region, six historians have joined together with a sociologist, an economist, two literary scholars, a legal scholar, and a journalist. Poverty in South Africa: Past and Present argues that it is impossible to think coherently or constructively about poverty, and the challenge it poses, without a clear understanding of its origins, its long-term development, and it2019s changing character over time. This historical overview seeks to show how poverty in the past has shaped poverty in the present. Colin Bundy traces the lasting scars left on the face of South African poverty by colonial dispossession, coerced labour and segregation; and by a capitalist system distinctive for its reliance on cheap, right-less black labour. While the exclusion of the poor occurs in very many countries, in South Africa it has a distinctive extra dimension. Here, poverty has been profoundly racialised by law, by social practice, and by prejudice. He shows that the 2018solution2019 to the 2018poor white question2019 in the 1920s and 201930s had profound and lasting implications for black poverty. After an analysis of urban and rural poverty prior to 1948, he describes the impact of apartheid policies and social engineering on poverty. Over four decades, apartheid reshaped the geography and demography of poverty."
