Available in PDF, EPUB and Kindle. Book excerpt: For two decades, ASEAN has officially been striving for the establishment of a Zone of Peace, Freedom and Neutrality (ZOPFAN) in Southeast Asia. The concept is an original indigenous prescription for an ideal regional order managed by the Southeast Asian states themselves without external interference. However, the realization of this project is proving to be a rather difficult task that is still far from being completed. This paper examines the ZOPFAN proposal in terms of its origins and genesis, its conceptualization, and its prospects of being put into operation. Special consideration is given to the way the concept deals with the problems of zonal neutrality. The paper concludes that, against the background of recent developments in international and regional affairs, the gap between ZOPFAN in theory and ZOPFAN in reality is bound to remain for quite some time. Whether the gap between theory and reality will be narrowed increasingly depends on the Southeast Asian states.

Book excerpt: In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. This is the sixteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. They range from the urban youth with laptops and highspeed Wi-Fi, to the older generation semi-rural and rural users with affordable mobile phones for Facebook and WhatsApp. Southeast Asians generally trust social media platforms more than in Western societies. This trust in social media reflects a lack of trust in local mainstream media and official sources of information. What campaign information (and disinformation) is being spread and which ones are most successful are essential for understanding how voters in Southeast Asia use and trust social media. Social media platforms and Southeast Asia’s “app industry” need clearer and enforced regulation on their use of data and the extent to which they can sell data to advertisers. These advertisers include, but are not limited to, politicians and political parties. Since the future of social media usage will likely lie in closed groups, the role of big data analyses that have dominated research on social media over the past ten years, is likely to regress. Instead, ethnographic scholars who can access these groups and engage with their particular interests and identities are more likely to be useful in understanding the digital sphere in the future.

Taking into account state interests and the role of external powers, the author develops the ‘vanguard state theory’ to explain ASEAN state responses to sovereignty violation, which, it is argued, has universal applicability and explanatory power.

Book excerpt: Bridging the perceived gap between Southeast Asia's historical and contemporary situations, Donald McCloud focuses on continuities in the region's internal dynamics as well as its relationship to the greater global environment. The author challenges widely held views that diversity and fragmentation are the hallmarks of the region, identifying instead the commonalities that have bound the countries of Southeast Asia together through at least two millennia and have provided the basis for a unique regional dynamic. It has only been since World War II that Southeast Asians, long influenced by the global environment, have defined and developed their own institutions, social structures, and communities. Turning away from inadequate and unadaptable Western institutions, they have begun to create structures more in tune with their own historical experiences. Particularly in the political sphere, many of these new structures seemed to be straightforward military dictatorships. However, time has shown them to be more complex, and many unique organizational practices have developed that may presage more open political systems—if not democracies by strict Western definitions. With the expansion of regional cooperation through ASEAN and strong economic growth, confidence among Southeast Asian states has grown as well. The growing references to an "Asian way" of life have given verbal expression to a surge in neotraditional values and behavior that have always been part of the fabric of Asian life but that in the past were frowned upon as "nonwestern." This text traces the evolution of Southeast Asia and focuses for the first time on the neotraditional bases for contemporary, independent development of the region.
