Book excerpt: The report has identified issues in basic education, technical/vocational education, and teacher training that will need to be dealt with during the next 15 years if the Government is to achieve its education policies and goals. Tentative estimates of future recurrent costs and investment needs have been made. The government is introducing a nine-year basic education system. Experience from other countries shows that the introduction of such a system requires much work in curriculum, staff development, and physical planning. The most compelling problem is the erosion of schools' holding power. Technical/vocational education in China compares well with that in many developing countries at the same income level, and the recovery after the damage caused by the Cultural Revolution has been admirable. The system suffers, nevertheless, from weaknesses that make support of the four modernizations difficult and that increase recurrent costs and investment needs more than necessary. Since 1976, progress in developing the system has been uneven. In terms of teacher training, a large percentage of primary teacher stock in unqualified. In secondary education, preservice teacher training programs would need to double their input. Teaching is not seen as an attractive profession despite salary increases. It is also important to deal with the negative influence of the rural responsibility system on the recruitment and work of primary teachers.

Such gains are impressive and have been driven largely by a set of market-oriented institutional reforms, strong investment, and effective adoption and application of various knowledge and technologies, especially foreign ones through trade and foreign direct investment. While enjoying tremendous success, China also faces many challenges that need to be addressed to sustain its long-term development. These include weak institutions, low overall educational attainment, weak indigenous innovation capacity, poor links between research and development and industries, and so on. Book excerpt: This book provides a detailed account of an educational experiment in a middle school in Shanghai, China. The school, called Zhabei No. 8 Middle School (hereafter No. 8 School), is located in a run-down, lower working class district. Since the mid-1980s the school has experimented on an educational reform program called success education, aiming to help those at-risk students to be successful in school. This book illustrates how this educational experiment has been carried out and to identify experiences that could be learned by the international educational community. The book analyzes the critical role played by Principal Liu Jinghai, and particular attention is paid to the strategies adopted by the school to help enhance students’ self-esteem through integrating love and care throughout the school’s curriculum and activities. The pivotal roles played by teachers called “class directors” are meticulously studied, and efforts the school has made to collaborate with parents and the local community are examined. An ethnographic approach was used to gather data in this study. A combination of interviews, participant observation, and document analysis was applied to arrive at a systematic and complex understanding of this educational endeavor in China.
