The study was undertaken to answer three questions: (1) How many projects are troubled? (3) What problems do these projects face? While the projects defined as troubles constitutea relatively small proportion of the public housing inventory, their problems are severe and interrelated. The solution to, or even the easing of,theseproblemsrequires concentrateed multi-purpose resources. even then, a solution to some of these problems appears to be beyond the direct control of either HUD or individual Public Housing Agencies.
