Among this milieu, a marked feature has been the emergence and recognition in society of new occupations. The claim upon a body of knowledge and practice, and a societal domain in which to exercise expertise characterise these occupations. Status and recognition may ensue; in short, they claim ‘professionalism’. ‘Professionalism’ is a word resonant with allusions to a particular time and place, loosely located in the United States and England in the twentieth century, although its roots are far earlier, and its present branches are far-reaching. The text is an account of the Human Resource Management occupation’s search for status, legitimacy, and "professionalism" and illustrates how key agents wove a purposeful plan in pursuit of goals through changing socio-economic and political contexts. The text also discusses the changed meanings of and opportunities for professionalism for individual agents, as members of a social grouping that is the occupation. This text is an analysis of the recent development of the Human Resource occupation, against the backdrop of changing meanings and models of professions and professionalism and the traditional signifier of professionalism in the U.K., the Royal Charter. The original research from the UK outlines the efforts undertaken between 1968 and 2000 by the professional body, the present day Chartered Institute of Personnel and Development (CIPD, the Institute), to attain a Royal Charter. This text addresses the following: • The role of key agents and institutions on shaping social structures and practice regimes • The changing construction and meanings of professionalism and professional occupations • The role of the collective professional body in shaping occupational practices in Human Resource Management and Human Resource Development and their effect upon working lives • The continuing significance of the Royal Charter as an ancient institution with deep societal effect

From the group's studies has emerged a concern with the impact of public management reforms. Collaboration in Public Services examines collaboration in the delivery of public policies and identifies the challenges for policy and program evaluation. Written by a mix of academics, program managers, evaluators, and auditors, this volume explores the forms and challenges of collaboration in different national contexts. Chapter 1 introduces the notion and manifestations of collaboration and discusses emerging issues. Chapter 2 examines partnerships and networks of public service delivery. Chapter 3, drawing on Dutch and British data, reveals the QUANGO as both a collaborative end and means. Chapter 4 analyzes Israel's push to enhance collaboration with voluntary organizations. Chapter 5 examines the Canadian and Danish experiences. Chapter 6 suggests that the creation of markets to improve quality has not been totally successful at least in Nordic countries. Chapter 7 suggests that traditional service values such as trust and parliamentary accountability are challenged by the complexity of collaboration, but, using illustrations from Canada and other OECD countries, argues that results-based governance can increase trust, flexibility, and empowerment. Chapter 8 demonstrates from Dutch and Canadian experiences that auditor responses to collaborative delivery tend to overlook traditional roles as guardians of accountability on behalf of parliaments. Chapter 9 deliberates the efficacy of programs involving multiple partners. Chapter 10 discusses the lessons and challenges of evaluation and collaborative government.

Taking globalization as its starting point, Western Welfare in Decline explores the plight of poor single mothers in five English-speaking nations that have implemented welfare restructuring: the United States, Canada, Britain, Australia, and Aotearoa/New Zealand. This restructuring is analyzed in relation to the emergence of neoliberalism, which valorizes the free market, individualism, and a circumscribed role for the state. Contributors to Western Welfare in Decline creatively combine theoretical and empirical analysis, emphasizing the economic and social goals of welfare reforms and the discourses of labor, gendered subjectivity, and the separation of public and private spheres. They document how the neoliberal project of welfare reform interacts with local cultures to create both similar and divergent new cultural formations and identify opportunities for asserting the social rights of poor single mothers who are being denied these rights at the level of the nation-state.
