Available in PDF, EPUB and Kindle. Book excerpt: Ties that Enable is written for students, providers, and advocates seeking to understand how best to improve mental health care – be it for themselves, their loved ones, their clients, or for the wider community. The authors integrate their knowledge of mental health care as researchers, teachers, and advocates and rely on the experiences of people living with severe mental health problems to help understand the sources of community solidarity. Communities are the primary source of social solidarity, and given the diversity of communities, solutions to the problems faced by individuals living with severe mental health problems must start with community level initiatives. “Ties that Enable” examines the role of a faith-based community group in providing a sense of place and belonging as well as reinforcing a valued social identity. The authors argue that mental health reform efforts need to move beyond a focus on individual recovery to more complex understandings of the meaning of community care. In addition, mental health care needs to move from a medical model to a social model which sees the roots of mental illness and recovery as lying in society, not the individual. It is our society’s inability to provide inclusive supportive environments which restrict the ability of individuals to recover. This book provides insights into how communities and system level reforms can promote justice and the higher ideals we aspire to as a society.

Book Privatizing Correctional Institutions

Download or read book Privatizing Correctional Institutions written by Gary W. Bowman and published by Taylor & Francis. This book was released on 2023-04-14 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: With more than one million people behind bars, the United States imprisons a larger share of its population than any other industrialized nation. This has precipitated a serious overcrowding problem with federal and state prisons currently operating well beyond capacity. Conventional efforts appear unable to cope with the increasing shortage of beds or with inadequate rehabilitation services. A bold solution is required; increasingly it is being seen to reside in the private sector. This timely volume explores the issues of private versus public financing, construction, and management of medium-and high-security prisons.Private prisons are not a new concept in the United States. They have existed in several forms since the eighteenth century. The opening chapters evaluate historical cases of prisons for profit, examining the concerns of labor, abuses of inmates, and the source and resolution of disputes between private and public sectors. These chapters argue that the experience gained through privatization does not justify current opposition from civil libertarians or labor unions.Chapters dealing with the modern contracting out of complete management and limited services document the growing trend toward privatization and instances of public/private partnership in prison industries. The assembled evidence indicates clearly that privately run prisons have shown significant cost savings and good quality of provision for prisoners while still being profitable. However, the authors caution that these promising results must be reinforced by public safeguards in the contracting stage and monitoring to assure good service and security. With the American prison system in disarray, the public interest demands that government look beyond the public or private identity of those who wish to provide correctional services and focus instead on who can provide the best services at a given cost. It is essential to state that correctional services should attain several objectives and not merely cost minimization. The analysis and recommendations presented here will aid in the task. Privatizing Correctional Institutions will be of interest to law-enforcement officials, public policy analysts, penologists, and criminologists.

Book Local Government Innovation

Download or read book Local Government Innovation written by Robin A. Johnson and published by Bloomsbury Publishing USA. This book was released on 2000-09-30 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nationally recognized scholars and practitioners examine opportunities in which services traditionally provided by local governments are offered by the private sector though a contract or are transferred to a private business completely. Many large U.S. cities have contracted services for many years. With the movement to rightsize governments in recent years there has been renewed interest by local governments in similar ventures. Privatization, in its many forms, is now seen as a viable alternative to traditional ways of providing public services and can bring substantial benefits to residents. With greater accountability being demanded and pressures on local officials to hold the line on or reduce taxes, efforts to find innovative service delivery methods will probably increase. Cities, such as Atlanta, Indianapolis, and Charlotte, are examples showing that contracts with private businesses can work to benefit all parties. Local officials must move ahead cautiously, and not all attempts at privatization or contracting have succeeded. Some cities, after an evaluation, have decided to provide services with municipal employees. The main issues underlying privatization decisions will be addressed conceptually so that practitioners and academics benefit from a review of the current thinking on the issues. At the same time, exemplary practices and case studies are included so that readers can understand how privatization and managed competition have been implemented in local governments. Special attention is paid to administrative questions that may arise during the implementation process. For example, ways in which cities have worked with employees who fear displacement because of the privatization process are described. The book breaks new ground by including references to recent innovations in public-private partnerships and describing how privatization may evolve in the future.

Book Private Action and the Public Good

Download or read book Private Action and the Public Good written by Walter W. Powell and published by Yale University Press. This book was released on 1998-03-30 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments around the world are turning over more of their services to private or charitable organizations, as politicians and pundits celebrate participation in civic activities. But can nonprofits provide more and higher-quality services than governments or for-profit businesses? Will nonprofits really increase social connectedness and civic engagement? This book, a sequel to Walter W. Powell’s widely acclaimed The Nonprofit Sector: A Research Handbook, brings together an original collection of writings that explores the nature of the "public good" and how private nonprofit organizations relate to it. The contributors to this book—eminent sociologists, political scientists, management scholars, historians, and economists—examine the nonprofit sector through a variety of theoretical and methodological lenses. They consider the tensions between the provision of public goods and the interests of members and donors in nonprofit organizations. They contrast religious and secular nonprofits, as well as private and nonprofit provision of child care, mental health services, and health care. And they explore the growing role of nonprofits in the United States, France, Germany, and Eastern Europe, the contribution of nonprofits to economic development, and the forms and strategies of private action.

Book Mental Health Systems Compared

Download or read book Mental Health Systems Compared written by R. Paul Olson and published by Charles C Thomas Publisher. This book was released on 2006 with total page 399 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary objective of this book is to provide comprehensive descriptions and make comparative evaluations of each of the mental health systems of four Western, industrialized countries. The countries selected illustrate a continuum from a highly centralized and publicly financed, national health service in Great Britain to a predominantly decentralized and more privately financed market of mental health services in the United States. In between these two contrasting types are examples of national health services and insurance programs in Norway and Canada. Contributing experts from each country begin their chapters with an overview of the geographic, demographic, political, economic, and cultural contexts in which their mental health systems are situated. Thereafter, they (a) present national data to estimate the need for mental health services, (b) describe national mental health policies and programs designed to meet their population's need, (c) indicate how mental health services are organized and delivered, and (d) discuss how their system is financed and provided resources. A common chapter outline facilitates comparisons among all four systems on relevant evaluation criteria: (a) access and equity, (b) quality and efficacy, (c) cost and efficiency, (d) financing and fairness, (e) protection and participation, and (f) population relevance. In the final section of each chapter, the authors provide recommendations for improved performance of their mental health system. In the initial chapter, the editor provides an overview, introduces the four countries selected, and defines the evaluation criteria applied by all contributing authors. The final two chapters address convergence and divergence among the four systems and provide recommendations for improvement and for future comparative studies. The intended audience includes mental health policymakers, program administrators and managers; teachers of graduate level courses relat

Book The Privatization of Human Services

Download or read book The Privatization of Human Services written by Harold W. Demone and published by Springer. This book was released on 2013-11-09 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: No reader of professional journals, agency reports, or the daily press needs to be told that Professors Gibelman and Demone have assembled a vol ume of contributions to a very lively debate. The two words highlighted, "privatization" and "contracting," sum up the prescriptions of many for social service reform and the anxieties of others who question the new strategies. The pace and scale of developments over the past 2 decades sometimes allows us to forget that the subject has a long history. Privatization may be thought of as involving public turnover to the private sector of responsi bility for services it has been delivering. Or it may be the public sector arranging for the private sector to take on new services that the public wishes to encourage or for which it accepts responsibility. The transaction usually involves public funds. The historical story, however, is not one of public temporal primacy.
