A partnership model is suggested for privatization where the Government’s property trust (Treuhandanstait (THA)) is made a silent partner of the private investors. The application of a general scheme of wage subsidies is rejected in the paper. Furthermore, the paper argues against restructuring policies of the Government’s property trust and proposes to set decreasing limits on the trust’s finances for the years following 1993. The decreasing financial inflow will force the Government’s trust to close firms, and will also signal the commitment of the Government to liquidate the trust itself by, say, the year 2000.

It is argued that the restitution of old property rights has been a major obstacle to investment and that the attempt to sell two thirds of an economy in the market place is bound to be a failure. Such an attempt implies serious macro and microeconomic stock-flow problems which erode the sales prices of Treuhand assets, induce the Treuhand to slow down its sales, and reduce private investment. By combining a participation model with a wage freeze the paper designs a social contract that may help increase the chances of economic recovery in east Germany.

Large, state owned enterprises (Volkseigene Betriebe), often grouped into huge industrial conglomerates (Kombinate), made up 80.7 percent of total assets. Cooperative property accounted for another 14.7 percent in March 1990. Private property merely amounted to 4.7 percent of economic resources and was confined to small-scale businesses, restaurants, and craft shops. Employment was consequently almost entirely in the hand of the state leaving only about 2 percent of the workforce independently employed (Merkl 1994, p. 200). Also, the structure of the GDR economy differed largely from its western counterpart. Employment was heavily concentrated in sectors and branches that had actually been declining in the West. The production was skewed towards agriculture, energy, mining and manufacturing, which together accounted for 47 percent of employment in the GDR (37 percent in the BRD) (Lange and Pugh 1998, p. 32). As shown in table 1 agriculture, forestry and fishery, energy and mining as well as textiles and clothing employed almost 18 percent of the GDR’s workforce in contrast to 7 percent in West Germany. Further differences appeared in the service and trade sector which, by Western standards, was rather underdeveloped in the GDR. [...]

On one side of the Berlin Wall is a relatively free economic system; on the other side, a collectivist society” (Milton Friedman 1986, cited in Collier/Siebert 1991: 196). Milton Friedman was assuredly surprised when his ideal field for experimentation of comparing ran in another direction three years later. As commonly known, the mentioned Berlin Wall fell on 9 November 1989 and became the starting point of a never seen before transformation of the German Democratic Republic (GDR) according to his geographical and geostrategic position also known as East Germany. Nevertheless the statement of the recipient of the Nobel Memorial Prize in Economic Sciences and in general one of the most famous economists of the 20th century remains unaffected. The origin of the so-called ‘German reunification’ or ‘the turning point’ is unique; the still special circumstances liberated by the fall of the Berlin Wall, which only formed part of a series of the demolishing Iron Curtain, led to incomparable possibilities regarding transformations in many countries in Central and Eastern Europe (CEE). The formal political accession, occurred on the 3rd October 1990, is a quite famous date and its anniversary is nowadays the national day, the ‘day of German unity’. The Federal Republic of Germany (FRG), previously known as West Germany, from this day forth consisted of sixteen federal states, eleven old and five new ones. But another, earlier aspect of the reunification is not so well known: the bilateral state treaty about the creation of a monetary, economic and social union (MESU) of 18 May 1990, that came into effect on 1 July 1990. This was the comprehensive economic integration of the command economy GDR in the capitalistic, more precisely social market economy, FRG.

Book excerpt: It is beyond any doubt that East-Central European countries such as Czech Republic, Hungary, Poland and Slovakia has dramatically changed its shape through its radical transition from centrally planned to the market economies in last 7 years. Many economists divide the process of economic transformation into areas of Stabilization, Liberalization, and Privatization/Restructuring. The traditional view is that stabilization and liberalization can be achieved rather quickly-by balancing budgets, balance of payments, tightening money supply, freeing prices and liberalizing trade-but that the area of privatization is one that could be moved to the future and will require much more time. Until 1991, none of the post-communist nations except former East Germany (which had a large decree of support from West Germany) had succeeded in privatizing large numbers of enterprises, even though more than two years had passed since the changes in government in these nations. The privatization has been, however, seen as an extremely important part of reform package together with stabilization and liberalization especially in the Czech Republic from the very beginning. The Czechs originally as a part of the Czechoslovak Federal Republic embarked on an unprecedented path that should have lead not only to stabilization and liberalization, but also to very rapid, mass privatization of its sector of large enterprises that have dominated its economy to an extreme extent.
