Under privatization, the control rights are transferred to private interests so that public subsidies decline. This benefit for tax-payers comes at the cost of price increases for consumers. In developing countries, tight budget constraints imply that privatization may be optimal for low profitability segments. For highly profitable public utilities, the combination of allocative inefficiency and critical budgetary conditions may favor public ownership. Finally, once a market segment gives room for more than one firm, governments prefer to regulate the industry. In the absence of a credible regulatory agency, regulation is achieved through public ownership.

Book excerpt: In the quest to reduce costs and improve the efficiency of water and wastewater services, many communities in the United States are exploring the potential advantages of privatization of those services. Unlike other utility services, local governments have generally assumed responsibility for providing water services. Privatization of such services can include the outright sale of system assets, or various forms of public-private partnershipsâ€"from the simple provision of supplies and services, to private design construction and operation of treatment plants and distribution systems. Many factors are contributing to the growing interest in the privatization of water services. Higher operating costs, more stringent federal water quality and waste effluent standards, greater customer demands for quality and reliability, and an aging water delivery and wastewater collection and treatment infrastructure are all challenging municipalities that may be short of funds or technical capabilities. For municipalities with limited capacities to meet these challenges, privatization can be a viable alternative. Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities.

Book excerpt: In December 1997, the Deputy Secretary of Defense issued Defense Reform Initiative Directive #9 directing the Military Departments to develop a plan for privatizing all utility systems except those needed for unique security reasons or when privatization is uneconomical. The utilities privatization program is designed to get DoD out of the business of owning, operating and maintaining utility systems. DoD consumes 70 percent of all the energy consumed by the federal government. This costs DoD nearly $6-billion a year, with $2.4- billion of that in infrastructure maintenance. Privatization of DoD utility systems can generate an estimated savings of $327- million annually in reduced infrastructure costs. These savings can be reallocated to DoD's core competencies: warfighting and warfighting support. This thesis analyzed two case studies to help identify emerging problems facing utilities privatization in the Navy and determine their impact to the ongoing implementation process. Three major problems were identified: (1) variance in determination of Fair Market Value, (2) variance in economic analyses, and (3) applicability of State Utility Commissions' authority over utility systems located on DoD installations.

Book excerpt: Frustration with the performance of State-owned enterprises (SOEs) has led to two rounds of reform: the first round, from the 1960s through the 1980s, attempted to improve SOE performance while maintaining public ownership while the second, beginning in the late 1980s, viewed privatization as the answer. Interest in the earlier round of reform has increased recently as controversy has slowed or halted privatization in many countries, especially for SOEs providing infrastructure services that are basic to everyday life and are thought to have elements of monopoly. This paper reexamines the earlier round of reforms, focusing particularly on efforts to increase the firms' capacity with infusions of human and physical capital, to strengthen managerial incentives through performance contracts and corporatization and to alter the mix of political and economic forces that impinge on the firm by strengthening the involvement of taxpayers, customers or private investors. The review suggests that these earlier approaches generated only modest success but that some of them, selectively applied, may be helpful in improving the performance of infrastructure firms that remain in public hands.
