Developed countries, have managed to establish well-defined property rights over numerous resources and in some instances extended non-exclusionary rights over privately owned resources over an extended period of time. In the developing world, however, the share of community property is extensive, either as a response to an expanding market or because the exposure to markets in still in its nascent stage. This coupled with the demands of globalization, has led to the co-existence of both community ownership of resources as well as an evolving private property rights market. This tension between public versus private ownership rights is particularly relevant in the developing countries of South Asia, not only because of its shared history but also because of its resources frequently cross national boundaries. This book tells the story of CPRs and the commons in a rapidly changing South Asia. Book excerpt: This literature review explores how political, economic and resource management policies and programs can reduce forest degradation and increase the contribution of forest goods and services to sustainable livelihood strategies. In Ethiopia, studies indicate that forest dependency is strong throughout the country, but the importance of forest income varies across different regions and wealth categories. Research suggests that improving forest product market governance is key to strengthening forest livelihood resiliency. Recent experiments with forest governance devolution have shown mixed results in terms of improving forest conditions and livelihoods. Smallholder land certification has met with considerable success, whereas participatory forest management schemes have positive ecological outcomes but fall short in terms of livelihood gains. In South Sudan, civil war has limited the depth and scope of research on dryland forests and livelihoods. Food security analyses indicate that the importance of forest income varies by region and season. Markets are poorly developed and forest governance systems are weak in many parts of the country. Key threats to forest livelihoods in both countries include: shifting climatic conditions, large-scale population movements, large-scale land acquisitions and weakened governance institutions; and in South Sudan, continuing violent conflict. In Ethiopia, research and policy reform should focus on the relationship between forest rights devolution, livelihoods, forest management practices and forest conditions as well as on the impacts of demographic change on forest-based livelihoods, forest management and forest cover. In South Sudan, research should focus on documenting the impacts of conflict on forest-based livelihoods with an view to structuring humanitarian aid programs in ways that mitigate the negative impacts.

Book excerpt: The private working land base of America's forests is being converted to developed uses, with implications for the condition and management of affected private forests and the watersheds in which they occur. The Forests on the Edge project seeks to improve understanding of the processes and thresholds associated with increases in housing density in private forests and likely effects on the contributions of those forests to timber, wildlife, and water resources. This report, the first in a series, displays and describes housing density projections on private forests, by watershed, across the conterminous United States. An interdisciplinary team used geographic information system (GIS) techniques to identify fourth-level watersheds containing private forests that are projected to experience increased housing density by 2030. Results indicate that some 44.2 million acres (over 11 percent) of private forests--particularly in the East, where most private forests occur--are likely to see dramatic increases in housing development in the next three decades, with consequent impacts on ecological, economic, and social services. Although conversion of forest land to other uses over time is inevitable, local jurisdictions and states can target efforts to prevent or reduce conversion of the most valuable forest lands to keep private working forests resilient and productive.
