In this new revolution, computers, factory robots, and completely automated factories are rapidly reducing the need for physi cal labor in production. At the same time, sophisticated agricultural machinery, fertilizers, pesticides, and biogenetic engineering have reduced and will continue to reduce the physical labor involved in growing food. In the new economy that will emerge from this revolution, most people will earn their living by working in services. Like all revolutions, the new economic revolution is troublesome because it brings with it major changes in everyday life, both at home and in the workplace. Change creates uncertainty about the future and am biguity in the interpretation of economic trends. The new revolution is also troublesome because it adds to the complexity of economic organiza tion and removes more people from the direct production of physical goods. In the new economy, more and more jobs will be based on the application of specialized knowledge and the manipulation of information with computers, a long step away from "real" jobs like growing wheat and assembling cars.

As the first country to offer commercial Code Division Multiple Access (CDMA) cellular service in the world, Korea was able to jump right into the digital mobile markets, enhancing its status as a leading manufacturer of mobile equipment. While the growth of the telecom industry occurred with the emergence of worldwide market-oriented regulatory reform and liberalization in telecommunications, the state-market relationship in Korea evolved from state monopoly toward “centralized governance” and later toward “flexible governance,” which is substantially different from “liberal governance” of the US. This book examines the uniqueness of Korean regulatory reforms of the mobile telecommunication sector, and argues that the market-oriented regulatory reform and liberalization should be explained by focusing on the interactions among the state, the private sector, and international political economic environment. It will appeal to scholars and policy-makers alike concerned with market regulation, Asian development and political economy.

More and more companies are setting up own privately managed and controlled telecommunications networks. Some observers fear that this development may lead to a fragmented telecommunications infra structure in which communication becomes increasingly difficult. Thus, the "net working" of private firms raises questions which resemble certain arguments in the classical "monopoly versus competition" debate in telecommunications. The central problem is whether the creation of a modern and competitive infrastructure can be left to the decentralised decision-making of private economic agents or not. In or der to assess this problem it is indispensible to look more deeply into the actual telecommunications activities of firms. In which ways do firms use telematics? In how far are their strategic options increased by telematics? Are there significant differences in the application of telematics across industries? Are there significant differences in the application of telematics across countries with differing regula tory regimes? Do large firms try to influence telecommunications policy in order to make it more responsive to their needs? These are only some of the questions focussing on the interrelation between firm's competitive strategy, their use of te lematics and the national telecommunications regulatory framework that we want to address in the following for the case of West-Germany.
