Book excerpt: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Book excerpt: Despite abundant natural resources and the prospects of a major increase in mineral revenues, Papua New Guinea faces several development challenges in the years ahead. Nevertheless, opportunities exist provided that sound economic ¿polices are maintained, private sector initiatives are encouraged, projects are successfully implemented, skilled manpower is increased and the required external capital and technical assistance is obtained. This paper consists of five chapters which provide an overview of development and growth prospects in Papua New Guinea. Chapter 1 looks at the country's recents performance, policy issues and prospects. Chapter 2 reviews the development issues of the mining and petroleum industries as well as the key productive sectors. It pays particular emphasis to agriculture and suggests supporting initiatives in the expansion of infrastructure and human resource development. Chapter 3 discusses the main elements of investment strategy and policy against a backdrop of recent trends. Chapter 4 examines key issues related to resource management in the public sector, including fiscal management, budgetary support, public investment and institutional reform. Finally, Chapter 5 discusses the requirements, performance and prospects of external trade and financing.

Book excerpt: This study focuses on the small-to-medium manufacturing and value-adding sector, and is the result of focused interviews with the mangers of eight Papua New Guinea based businesses. It is complemented by interviews with managers of several statutory bodies, business councils and research centers. While it covers a range of industries, there are common themes that emerge quickly: a lack of policy stability which makes long-term business planning nearly impossible; continual problems with logistics and the bureaucracy surrounding it; irregular application of tariffs and taxes, exacerbated by opportunities for corruption; and a lack of appropriately qualified staff, particularly skilled tradespeople, a problem which becomes more pressing during a mining boom. Business in Papua New Guinea is stagnant: business people have few plans for expansion, and those that do require political support to facilitate their plans for expanded land usage. This paper discussed the main issues and looks at policy solutions for binding constraints to business development.
