Book excerpt: This note explores the Bangladesh experience in implementing the widespread use of a private operator model for building and operating rural piped water schemes. Since the early 1990s, the World Bank has, through a series of development projects, designed, piloted, and attempted to scale up use of the model as a mechanisms to address the very real issues of arsenic contamination and delivery at scale. The latest of these projects is still in implementation. The experience with these projects to date has been disappointing, and while a limited number of schemes are still in operation, the model has not been replicated in a large number of communities as intended and has not proved to be particularly sustainable. Over this same period, the government and other development partners also have been using alternative methods to deliver the same kinds of services in rural areas. Some of these efforts seem to have been modestly successful. However, much of the evidence about the performance of these other models is anecdotal and there has been little rigorous analysis to compare the performance of these different models with the private sponsor approach. This paper attempts to do this on the basis of a desk review of existing World Bank literature, including project documents and research reports, coupled with interviews with key stakeholders and World Bank staff. The first section of the paper provides an overview of the rationale and key issues associated with efforts to scale up a private operator model in Bangladesh. The second section reviews government efforts and those of its other development partners, to use a more traditional mode of service provision, involving community management. The third, fourth, and fifth sections review efforts by the government and the World Bank to design, test, and scale up a private operator model for service provision. A sixth section reviews some of the international research that provides insights into the use of such models in other countries and sectors. The paper ends with tentative conclusions about the experience in Bangladesh, lessons learned, and several options for further analysis.

Book excerpt: Many developing countries are about to prepare their new strategies on how to achieve the Sustainable Development Goals (SDGs) for universal and equitable access to water and sanitation by 2030.These new roadmaps need to put a focus on rural growth centers and small towns where the majority of those without access to water and sanitation reside. In 2015, a third of the global rural population was living within the service area of a small piped water scheme mainly operated by water users association. These schemes are generally ill-maintained and ill-managed. Recent experiences in seven developing countries (Bangladesh, Cambodia, Colombia, Niger, the Philippines, Senegal, and Uganda) have shown that domestic private sector participation (DPSP) is an effective and proven approach to address challenges in small towns' water and sanitation services delivery. The report aims at helping national and local governments in developing countries and water professionals to better engage with the domestic private sector in the provision of sustainable water and sanitation services in rural growth areas and small towns.

Book excerpt: Expectations are high regarding the potential benefits of public-private partnerships (PPPs) for infrastructure development in low-income countries. The development community, led by the G20, the United Nations, and others, expects these partnerships between goverments and private companies in infrastructure service provision to aid "transformational" mega-projects, as well as efforts to achieve the Sustainable Development Goals. Yet PPPs have been widely used only since the 1990s, and discussion of their efficacy is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.
