Section 1, "Evaluation and Why It Matters," emphasizes the relationship between performance evaluation and school purposes. "Examples of Evaluation of Performance," section 2, illustrates planned evaluation of six schools. Suggestions in section 3, "Some Dos and Don'ts for Evaluation," include: (1) evaluate performance against reasonably specific expectations; (2) link evaluation with long-range school objectives; and (3) include staff opinions. Expectations from trustees are detailed in section 4, "Evaluating the Performance of Trustees." Questions should involve views on education relevant to school purposes and ability to judge policy with detachment. Recommended methods are the "directed essay," evaluation by chairperson and head, and evaluation workshops. Section 5, "Evaluating the Performance of School Heads," suggests using the directed essay or a form (a sample is given). Other considerations are staff opinions and procedures for terminating the head's appointment. "Special Situations, Problems, and Opportunities," section 6, enumerates evaluation circumstances that require emphasis. Situations include the strong, reluctant head or board; the head as the school's most stable, senior person; a board dominating ingroup; and school problems.
