The book draws on the contributors extensive experience as researchers and practitioners in the field and includes contributions from acknowledged experts. Prisoner Resettlement provides a comprehensive review and analysis of resettlement policy and practice in England and Wales in the early part of the 21st century. Book excerpt: The number of older prisoners is now very high and is likely to remain so - partly caused by the increase in convictions for historic sexual offences. The growth of the older prison population and the severity of the needs of that population, warrant a national strategy in order to provide for them effectively. Older and disabled prisoners should no longer be held in institutions which cannot meet their basic needs nor should they be released back into the community without adequate support. There are some excellent prison officers and charity workers who are providing essential social care but an ad hoc system means that too often older prisoners have to rely on the goodwill of officers and their fellow inmates to fulfill the most basic of care needs. The responsibility to adapt the prison environment so that it suits less able prisoners lies with a prison's senior management team and the National Offender Management Service (NOMS). NOMS should conduct a comprehensive analysis of prisons' physical compliance with disability discrimination and age equality laws. The Committee does not believe there is a need for the expansion of segregated older prisoner units or wings. However, NOMS should ensure all prisons have an older prisoner policy that provides age and ability specific regimes. Furthermore older prisoners who are released after a long period of incarceration must have a resettlement and care plan. At present older prisoners are frequently released to no fixed abode undermining all work that has been made towards resettlement

One of the main conclusions is that the Current Comprehensive Spending Review does not provide sufficient capital for the substantial redesign of the prison estate. If criminal justice is to be devolved the Committee hope that capital investment in the prison estate will be a priority of the Northern Ireland Executive. If not the Secretary of State will have to argue for an increase in funding.

Growing recognition of this, and of deficiencies in prison-probation coordination, has accelerated 'resettlement' of ex-prisoners up the penal agenda. The 'Resettlement Pathfinders' tested several new partnership-based approaches. This report evaluates three probation-led projects which combined practical assistance with interventions to improve motivation and capacity to change. Their key feature was the delivery of a cognitive-motivational programme ('FOR - A Change') specially designed for short-termers. The study found this produced significant changes in attitude, as well as greater 'continuity' (voluntary post-release contact between offenders and project staff) than previous approaches. It also found evidence of association between continuity and reduced reconviction. Overall, the findings support resettlement strategies based on fostering and nurturing offenders' motivation to change, facilitating access to services, and 'through the gate' contact with staff or volunteers with whom a relationship has already been built. The research offers findings and insights of practical value to probation and prison officers, as well as staff of other agencies that work with prisoners and ex-prisoners. The report should also be read by penal policy-makers, criminology/criminal justice academics and students, and those engaged in staff training.

Book excerpt: After a year in which prisons held a record number of prisoners, the prison system remains under pressure, and important lessons must be learnt if prisons are to be safe and effective. Despite sustained and chronic pressure, the report recognises progress over the past year. Overall, the Inspectorate's assessments of prisons inspected last year were more positive than those of prisons inspected the previous year, particularly in resettlement work. The number of self-inflicted deaths also decreased last year. The Chief Inspector identifies a number of warning signs, and new concerns: growing concerns about safety, particularly in dispersal prisons and young offender institutions, and rates of self-harm among women; unsuitable, cramped or unhygienic accommodation in some prisons; difficulties in complying with duties under the Disability Discrimination Act, and other equality duties; low activity levels in too many training prisons; the growing problem of alcohol misuse and the limited investment in this in prisons or the community; the potential effect of the recession on prisoners' employment and resettlement prospects. The report also refers to the inspection of immigration detention and the new inspection programme on police custody. Immigration removal centres were, on the whole, less safe and respectful than those inspected last year, though activity and welfare support had improved. The detention of children remains a major concern and is ripe for review. Inspections of police custody, jointly with the Inspectorate of Constabulary, have confirmed much good practice, but also revealed some deficiencies.
