A National Conference of State Legislatures survey confirms that many states have confronted the same core problems and policy restraints for more than 3 years. Revenues for FY 1993 are likely to fall short of expectations in at least half the states. Health-care costs, especially Medicaid, continue to exceed revenues. Lawmakers are struggling to fund educational improvements to better prepare graduates for careers. Many states are expanding their prison capacities at great expense to deal with the growing number of inmates. Meanwhile, it is difficult for legislatures to raise taxes to pay for these expenses. Voters in several states are endorsing constitutional amendments that severely restrict tax increases. However, most legislative leaders are committed to reform in two areas--education improvement and health-care reform. In educational reform, many state policymakers support an approach that considers a child's health, family environment, and emotional support, as well as formal instruction. Controlling health-care costs and health insurance were concerns of nearly all states. The publication lists over 9,000 Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment. The duties of many such positions may involve advocacy of Administration policies and programs and the incumbents usually have a close and confidential working relationship with the agency head or other key officials. The Plum Book was first published in 1952 during the Eisenhower administration. When President Eisenhower took office, the Republican Party requested a list of government positions that President Eisenhower could fill. The next edition of the Plum Book appeared in 1960 and has since been published every four years, just after the Presidential election.
