Book History of Senatorial Elections in Iowa

Download or read book History of Senatorial Elections in Iowa written by Dan Elbert Clark and published by Forgotten Books. This book was released on 2015-07-17 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from History of Senatorial Elections in Iowa: A Study in American Politics The Constitution of the United States provides that each State shall be represented in the federal Senate by two Senators who shall be chosen by the State legislature, and that each State shall prescribe by law the time, place, and manner of holding elections of Senators - but Congress may alter such regulations excepts as to the place of holding the elections. Until the enactment of a statute in 1866, however, Congress left the regulation of senatorial elections entirely to the State legislatures. Twenty-five times during the history of Iowa has the General Assembly been called upon to select men to represent the Commonwealth in the Senate of the United States; and on three occasions the Governor has made appointments, two of which were later ratified by the legislature. Fifteen men have been the recipients of this highest gift within the power of the State. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Iowa Journal of History and Politics, Vol. 2: 1904 This article treats of the election of electors and their choice of the first President and vice-president, and of the election of representatives and senators to the first Congress. Information has been sought chiefly upon the legal pro visions which the States made, the political parties and the campaign, and the voting for candidates and its results. Many facts greatly to be desired are either inaccessible or are wholly lacking. The printed official records of Georgia, Delaware, and New Jersey are scant. Little information about the first elections of senators has come down to us. This article must therefore lack in completeness and in uni formity of treatment. This book was released on 2015-07-06 with total page 780 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Iowa Journal of History and Politics, Vol. 19 Since the people of Iowa at the general election in 1920 voted in favor of a convention to revise the fundamental law of the State, it becomes the duty of the General Assembly in 1921 to make proper provision in a convention act for the assembling of a constitutional convention. A discussion of what may properly be embodied in such an act, the usages in other States, and the historical precedents in Iowa, is therefore of timely interest. What May Properly Be Embodied In A Contention Act When the revision of a State Constitution is deemed desirable, interest at once centers in the procedure preliminary to the meeting of the constitutional convention. In Iowa, constitutional provisions concerning revision of the fundamental law are found in Article X, Section 3, which reads: At the general election to be held in the year one thousand eight hundred and seventy, and in each tenth year thereafter, and also at such times as the General Assembly may, by law, provide, the question, "Shall there be a Convention to revise the Constitution, and amend the same?" shall be decided by the electors qualified to vote for members of the General Assembly; and in case a majority of the electors so qualified, voting at such election, for and against such proposition, shall decide in favor of a Convention for such purpose, the General Assembly, at its next session, shall provide by law for the election of delegates to such Convention. Book The Iowa Precinct Caucuses

Download or read book The Iowa Precinct Caucuses written by Hugh Winebrenner and published by University of Iowa Press. This book was released on 2010 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although some people refer to Iowa as “flyover country,” presidential candidates and political reporters in the national press corps have no difficulty locating the state every four years at the beginning of presidential primary season. When Iowa Democrats pushed forward their precinct caucuses in 1972, the Iowa caucuses became the first presidential nominating event in the nation. Politicos soon realized the impact of Iowa’s new status and, along with the national media, promoted the caucuses with a vengeance. The Iowa Precinct Caucuses chronicles how the caucuses began, how they changed, and starting in 1972 how they became fodder for and manipulated by the mass media. Hugh Winebrenner and Dennis J. Goldford argue that the media have given a value to the Iowa caucuses completely out of proportion to the reality of their purpose and procedural methods. In fact, the nationally reported “results” are contrived by the Iowa parties to portray a distorted picture of the process. As presidential primaries have grown in the media spotlight and superseded the parties’ conventions, Iowa has become a political proving ground for the confident, the hopeful, and the relatively unknown, but at what cost to the country? The third edition of this classic book has been updated to include the elections of 2000, which saw the first winner of the Iowa caucuses to reach the White House since 1976; of 2004 and the roller-coaster fortunes of Howard Dean and John Kerry; and of 2008 and the unlikely emergence of Barack Obama as a presidential contender.

APPENDIX A In this appendix the laws of New York, Illinois, Florida, Wyoming, and parts of the Iowa and Wisconsin laws are printed. The New York law is the best representative of the legally regulated convention system. The Illinois law is a fair type of the legally protected direct primary system. The Florida law typifies the southern acts, which generally rest largely in the discretion of the party managers. The Wyoming law shows the old type of a rudimentary and wholly incomplete regulation of the primary process. The extract from the Iowa law authorizing the commission system of government shows the sections essential to an explanation of the non-partisan primary. The chapter of the Wisconsin law, here reprinted, shows the combination of the system of nomination by petition only with the optional non-partisan primary.
