This amendment of the law legalised the exploitation of prostitution, provided that it involved prostitutes of age who are doing the work voluntarily (and possess a valid residence permit). Now that the law has been changed, the question is whether or not the practice has changed during recent years as well. What is the current position of the prostitutes? What is the situation regarding the punishable forms of the exploitation of prostitution? And what can be said about the enforcement of and compliance with the rules within the prostitution sector? To answer these questions, different institutes carried out three sub-studies. In these studies, a large number of prostitutes, business owners, key informants, social workers, and representatives of municipalities and various organisations were interviewed. This overall report presents the most important, combined results of the sub-studies. It sketches the situation within the Dutch prostitution sector as it was in 2006.
