From the start of World War II through the collapse of the Soviet Union, presidential hopefuls needed to be perceived as credible global leaders in order to win elections -- regardless of the situation at home -- and voter behavior depended heavily on whether the nation was at war or peace. Yet there is little written about the importance of foreign policy in US presidential elections or the impact of electoral issues on the formation of foreign policy. In US Presidential Elections and Foreign Policy, a team of international scholars examines how the relationship between foreign policy and electoral politics evolved through the latter half of the twentieth century. Covering all presidential elections from 1940 to 1992 -- from debates over American entry into World War II to the aftermath of the Cold War -- the contributors correct the conventional wisdom that domestic issues and the economy are always definitive. Together they demonstrate that, while international concerns were more important in some campaigns than others, foreign policy always matters and is often decisive. Book excerpt: Skeptics might rationalize that Mitt Romney received a scant 6 percent of the black vote in 2012 only because African Americans would naturally favor one of their own. But since 1964, no Republican presidential candidate has attracted more than 15 percent of the black electorate, and few GOP candidates for other offices have fared much better. No segment of the American electorate is more reliably Democratic than African Americans. The GOP, meanwhile, remains nearly an all-white party. In this path-breaking book, historian Timothy Thurber illuminates the deep roots of this gulf by exploring the contentious, and sometimes surprising, relationship between African Americans and the Republican Party from the end of World War II through Richard Nixon’s presidency. The GOP, he shows, shaped the modern civil rights movement, but the struggle for racial equality also transformed the GOP. Thurber challenges conventional wisdom that the “party of Lincoln” disappeared in the mid-1960s. Prior to 1964, the GOP was indifferent or hostile to many of the demands from civil rights activists. During the height of the civil rights revolution, Republicans were essential to enacting federal policies that made American society more egalitarian. The GOP helped defend, and sometimes expanded, those reforms in the early 1970s. Conservatives were not as dominant after 1964 as scholars and pundits often portray. Yet throughout these three decades the rift between African Americans and the GOP remained substantial. They disagreed, often sharply, over the role of the federal government, particularly regarding economic matters and the integration of schools and neighborhoods. They had different views about race and American society. They also clashed in the political arena, where Republicans wrote off the black vote as unwinnable, irrelevant, or counterproductive to their drive to supplant the Democrats as the nation’s majority party. The GOP preferred to court whites nationwide, sometimes by appealing to their racial animosities. That strategy often yielded electoral success, but the legacy of the past looms large in the early twenty-first century. With its depth of research and insight, Republicans and Race will stand as a definitive study as the GOP ponders the composition of its base in future elections.

We know—or think we know—that Eisenhower distrusted his vice president, Richard Nixon, and kept him at arm's length; that he did little to advance civil rights; that he sat by as Joseph McCarthy's reckless anticommunist campaign threatened to wreck his administration; and that he planned the disastrous 1961 Bay of Pigs invasion of Cuba. None of this is true. The President and the Apprentice reveals a different Eisenhower, and a different Nixon. Ike trusted and relied on Nixon, sending him on many sensitive overseas missions. Eisenhower, not Truman, desegregated the military. Eisenhower and Nixon, not Lyndon Johnson, pushed the Civil Rights Act of 1957 through the Senate. Eisenhower was determined to bring down McCarthy and did so. Nixon never, contrary to recent accounts, saw a psychotherapist; but while Ike was recovering from his heart attack in 1955, Nixon was overworked, overanxious, overmedicated, and at the limits of his ability to function.

Book excerpt: Mansfield and Vietnam: A Study in Rhetorical Adaptation is the first major work to examine the role played by Senate Majority Leader Mike Mansfield, Democrat from Montana, in the formulation and execution of U.S. Vietnam policy. Drawing upon material from the Mansfield Papers, personal interviews, public speeches, and recently declassified documents, Olson traces Mansfield's journey from ardent supporter of Diem in the late 1950s to quiet critic of LBJ in the mid-1960s, and finally, to outspoken opponent of the Vietnam War in the late 1960s and early 1970s. Olson focuses his attention on Mansfield's speaking ability and his use of the written word, analyzing the ways in which they proved crucial in shaping the policies of the Eisenhower, Kennedy, Johnson, Nixon, and Ford presidential administrations. He also examines the way personal and political situations converged to force Mansfield into the center of the stormy Vietnam controversy, and eventually into a position of leadership in the campaign to end America's military presence in Southeast Asia. To date, little has been done to evaluate the roles played by key congressional figures in the Vietnam War debate; thus, Mansfield and Vietnam is bound to become a significant contribution, not only to rhetorical studies, but also to twentieth-century diplomatic history and to the study of congressional-presidential relations.
