Book excerpt: "Since FY2001, Congress has appropriated approximately $4 million annually to the National Marine Fisheries Service (NMFS) to fund the John H. Prescott Marine Mammal Rescue Assistance Grant Program (Prescott Grant Program). Title IV of the Marine Mammal Protection Act (MMPA) authorizes NMFS to fund eligible members of the National Marine Mammal Stranding Network through grants and cooperative agreements. Funds are used for the recovery or treatment of marine mammals; the collection of data from living or dead stranded marine mammals for health research; and facility operation costs. The Program has awarded over $34.6 million in funding through 392 grants to Stranding Network members in 24 states, 2 territories, and the District of Columbia. Prescott funding has enabled network members to expand response coverage; enhance response capabilities and data collection; and build and upgrade rehabilitation facilities. As a result, NOAA and its partners operate a comprehensive nation-wide network that responds to stranded and entangled marine mammals and assesses the health of marine mammal populations. The report provides an overview of regional stranding response and contains summaries provided by Prescott Grant recipients highlighting their many accomplishments utilizing Prescott funding over the past decade. Following the regional competitive award summaries, the Emergency Award section provides an overview of the Emergency Grant Recipients from 2001- 2010"--Executive summary.
