Book excerpt: It is evident to virtually everyone that future military operations will include urban operations far more often than not. In fact, operations in densely populated, built-up areas already frequently dominate U.S. armed forces deployments. Over the past decade, Service training initiatives have reflected a renewed interest in preparing for such contingencies. However, members of Congress have expressed concern that these efforts were insufficiently coordinated. Therefore, Congress requested that a study be conducted of how the military community might better orchestrate its resources to improve readiness for forcewide urban operations. Three sponsors -- the Office of the Secretary of Defense Readiness; J7, U.S. Joint Forces Command; and Joint Urban Operations Office, J9, U.S. Joint Forces Command -- asked the RAND Corporation to undertake the task of developing a joint urban training strategy for the period 2005-2011 to assist in meeting this objective. This monograph presents that strategy. It will be of interest to individuals in the government, nongovernmental organizations, private volunteer organizations, and the commercial sector whose responsibilities include the planning, policy, doctrine, training, funding, and conduct of actions undertaken in or near urban areas in both the immediate future and the longer term. This research was conducted for the Department of Defense within the International Security and Defense Policy Center and the Forces and Resources Policy Center of the RAND National Defense Research Institute, a federally funded research and development center sponsored by the Office of the Secretary of Defense, the Joint Staff, the Unified Combatant Commands, the Department of the Navy, the Marine Corps, the defense agencies, and the defense Intelligence Community.

Our world is built on an array of standards we are compelled to share. In Proxies, Dylan Mulvin examines how we arrive at those standards, asking, "To whom and to what do we delegate the power to stand in for the world?" Mulvin shows how those with the power to design technology, in the very moment of design, are allowed to imagine who is included--and who is excluded--in the future. For designers of technology, some bits of the world end up standing in for other bits, standards with which they build and calibrate. These "proxies" carry specific values, even as they disappear from view. Mulvin explores the ways technologies, standards, and infrastructures inescapably reflect the cultural milieus of their bureaucratic homes. Drawing on archival research, he investigates some of the basic building-blocks of our shared infrastructures. He tells the history of technology through the labor and communal practices of, among others, the people who clean kilograms to make the metric system run, the women who pose as test images, and the actors who embody disease and disability for medical students. Each case maps the ways standards and infrastructure rely on prototypical ideas of whiteness, able-bodiedness, and purity to control and contain the messiness of reality. Standards and infrastructures, Mulvin argues, shape and distort the possibilities of representation, the meaning of difference, and the levers of change and social justice.

Book excerpt: The nature of recent challenges and the types of missions the U.S. Department of Defense (DoD) has undertaken highlight the need for DoD to consider ways to help the military prepare to work with other government agencies, international organizations, private and nongovernmental organizations, and foreign militaries. These challenges require DoD to combine military and nonmilitary means, such as intelligence, diplomacy, and developmental assistance, to advance U.S. national-security interests. Moreover, exhibiting cultural awareness and sensitivity vis-a-vis non-DoD partners is paramount to successful operational planning and execution. To build or bolster local governance, to foster economic growth, and to respond to natural disasters, the United States must also use different types of tools, military and otherwise, simultaneously. It is no small task to synchronize these different tools so that they work in tandem, or at least minimize conflict between them. This report provides suggestions for how the U.S. military can help prepare its personnel to work successfully with interagency, multinational, and coalition partners. The authors found that almost all of the requirements for integrated-operations training can be found in existing joint and service task lists. Current training programs aimed at headquarters staffs need to be revamped to focus on high-priority tasks that are amenable to training.

By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.
