Book excerpt: This monograph seeks to determine if the U.S. Army adequately prepares company grade officers to interact successfully with non-governmental organizations (NGOs) during humanitarian assistance and peace operations. It briefly analyzes the current operational environment and highlights that the U.S. Army is conducting Military Operations Other Than War (MOOTW) more frequently than in previous years. The author examines the culture and numerical explosion of NGOs and discusses their presence and participation in future operations. Using doctrinal information and the historical case studies of operations in Iraq, Somalia, and Haiti, successful and unsuccessful NGO-military interactions are examined. The author emphasizes the positive correlation that historically exists between effective interactions and mission success. Based on operational experiences, the unique knowledge and skills required for successful interactions with NGOs at the company grade officer-level are determined. Using this information as a baseline, the army's leader development system is analyzed and the author determines that the current system does not systematically prepare company grade officers for successful interactions with NGOs. In conclusion, recommendations are offered to improve company grade officer preparation for future operations.

Humanitarian operations require extensive civil-military interaction, and this study suggests that the U.S. military is not currently postured and prepared to handle the increasing humanitarian requirement.This study analyzes the interactions that took place between the military, the Department of State, and non-governmental organizations throughout three case studies: Operation Unified Assistance (Indonesia, 2004), Operation Unified Response (Haiti, 2010), and Operation United Assistance (West Africa, 2014). Each case study is presented as an independent operation with its own observations and recommendations. The conclusion then identifies four significant generalized items--joint training, militaristic tendencies, integrated communications, and structural systems for collaboration--that challenged civil-military interaction at some point throughout each case. This study concludes that a dedicated unit designed to immediately respond and lead the United States Government's humanitarian effort should be created including manpower and representation from each U.S. agency that plays a part in humanitarian operations. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

It then reviews joint doctrine to determine what doctrine prescribes/ describes with respect to planning for and operating with NGOs during Peace Operations and Humanitarian Assistance. Lastly, the monograph reviews four post Cold War operations other than war for pertinent lessons learned. The monograph concludes that the Armed Forces can indeed leverage NGO capabilities as long as they adopt a holistic view of complex humanitarian crises: one that recognizes the many factors that contribute to a degenerative process that occurs over time, one that portrays how the finite capabilities of many different organizations some of which are NGOs, can be complimentary and lead to the resolution of an otherwise infinite problem and one that encourages anticipatory planning and inter-agency preparation.

The Nongovernmental Organization (NGO)/Interagency workshop was structured to examine and discuss three areas critical to the NGO/U.S. Government interface during humanitarian and peacekeeping operations: (1) pre-deployment planning, (2) effective coordination in-country, and (3) problems of transition. This report summarizes the workshop's free-flowing discussion. It does not offer solutions to problems with the NGO/Interagency interface independently of ideas expressed by workshop participants. Chapter 2 explores the composition and traits of the NGO community in an effort to place NGO participants' comments in context and to identify underlying causes of the apparent divergence between U.S. Government agencies, the military, and the NGO community.
