Ces dernières années, ils ont revêtu une forme nouvelle : les abuseurs sont des touristes voyageant dans les pays où les enfants sont particulièrement vulnérables. Ainsi, des Européens, des Américains et des Japonais (entre autres) se rendent dans les pays en voie de développement et les pays de l'Est pour commettre des abus sexuels sur des enfants. Ce livre étudie les débuts de la coopération internationale en vue de supprimer cette odieuse pratique. Un certain nombre de pays - dont les États-Unis, plusieurs pays européens, le Japon et la Thaïlande - ont en effet adopté des lois leur permettant d'arrêter et de juger leurs ressortissants pour ces crimes alors même qu'ils ont été commis au-delà de leurs frontières. Ce livre montre la vitesse et l'efficacité avec lesquelles ces législations ont été adoptées et mises en œuvre. Il présente plusieurs études de cas relatives à divers pays. Il fait clairement apparaître le rôle important joué par les organisations non-gouvernementales, notamment ECPAT International (organisation de lutte contre l'exploitation sexuelle des enfants à des fins commerciales) qui compte maintenant une soixantaine de représentations dans le monde. Il donne des exemples de poursuites réussies, mais aussi d'obstacles qui limitent encore l'utilisation de ces outils légaux pour lutter contre les abus sexuels à l'encontre des enfants. Il montre en particulier l'absolue nécessité d'adopter des directives, des codes de bonne conduite et de nouvelles procédures internationales afin d'aider les autorités judiciaires à mener à bien ces affaires, y compris lorsque plusieurs juridictions nationales sont concernées.
