Book excerpt: Parallel with the previous volume of conference papers in 2008, Sudan’s Wars and Peace Agreements, most of these selected and thematic articles were originally presented as papers at the 31st meeting of the Sudan Studies Association (SSA) at Arizona State University in 2012. Since that time, the Comprehensive Peace Agreement of 2005 provided for the self-determination referendum of 2011 that resulted in the independence of the new Republic of South Sudan. The previous book presaged this present volume as the, perhaps inevitable, outcome of endless conflicts with no serious effort to “make unity attractive.” As this book goes to press, the new Republic of South Sudan is itself wracked with violent conflict. The hopes to build a new, democratic and civil society in the south from the many inherited problems have now devolved to dysfunction itself. Reading this book will realistically help in understanding these “Roads” taken. The editors and authors have created a multi-faceted account which reveals the complex foundations of these conflicts between north and south, and recently within the south itself. While Khartoum struggles onward with the Islamist project, regional conflicts and grave economic problems, Juba stumbles with corruption, armed rebellion and a grave humanitarian crisis. The half-full glass of dreams of social and economic development supported by oil revenue has been replaced by a glass half empty with new varieties of political dysfunction in which both nations have grave problems in security and economic stability in a generally troubled regional “neighborhood.”

Book excerpt: Until recently, the historiography of Middle Eastern economic elites during the first globalization has ignored the significant role played by Muslim tujjār (big merchant-entrepreneurs). Foreign firms and local minorities were considered the prime agents of economic change and the initiators of economic growth. The 12 studies in this volume show that the Muslim tujjār played a major economic role in various regions of the Middle East during the late nineteenth and early twentieth centuries. Their investments, mainly in commercial agriculture, resulted in economic growth and changed economic structures and social relations in many Middle Eastern communities. They were also involved in political developments, some of which had a dramatic effect on the history of their countries, as for instance in late Qajar Iran. They also played a unique role in the process of cultural change. Although they supported the ʿulamāʾ financially, they also contributed to the establishment of new educational and cultural institutions. The story of the tujjār is unique in the sense that it was the only indigenous elite group in the pre-World War I Middle East to bridge between traditional forces and concepts and Western attitudes and practices. No detailed account has previously been published on the effort to conquer and create a new Egyptian province in the 1870s in the interior of Africa, despite its importance to the history of the on-going northsouth conflict in the Sudan. The annexation of Equatoria emerged from the Khedive (viceroy) Ismail's aspiration for an African empire that would control the source of the White Nile at Lake Victoria. At the time he was under pressure from the British government to suppress the lucrative slave trade in the Turco-Egyptian Sudan, and to this end the new province was to be under direct control of Cairo and not the authorities in Khartoum. The two conquering expeditions of Equatoria were led by Britons, Samuel Baker and Charles Gordon (later Governor-General of the Sudan). With them were other Europeans, Americans, Sudanese and Egyptians. Baker, Gordon and some of the others left detailed accounts of their experience in the region. All of which contribute to our knowledge not only of the difficulties involved in the annexation of a region thousands of kilometres from Cairo, but also geographical data and a record of the complex human relations that developed between the men involved in the expeditions, and the creation of the new province. Official documents from the Egyptian state archive, Dar al-Wathaiq, provide detailed accounts of the politics of the annexation of Equatoria, and these accounts are discussed in their historical context.
