The Germans responded with a dizzying series of assaults, using every tool of modern warfare developed in the previous generation. Airlifted infantry, mountain troops, and paratroopers were dispatched to the north, seizing Norwegian strongpoints while forestalling larger but more cumbersome Allied units. The German navy also set sail, taking a brutal beating at the hands of Britannia, but ensuring with its sacrifice that key harbors would be held open for resupply. As dive-bombers soared overhead, small but elite German units traversed forbidding terrain to ambush Allied units trying to forge inland. The analysis concludes with a set of policy and strategy relevant implications for the United States. Preemption is not controversial; legally, morally, or strategically. To preempt means to strike first (or attempt to do so) in the face of an attack that is either already underway or is very credibly imminent. The decision for war has been taken by the enemy. The victim or target state can try to disrupt the unfolding assault, or may elect to receive the attack before reacting. In truth, military preemption will not always be feasible.

To preempt is to attempt to strike first against an enemy who is in the process of preparing, or is actually launching, an attack against you. Preemption is not controversial. The decision for war has been taken out of your hands. Prevention, however, is a decision to wage war, or conduct a strike, so as to prevent a far more dangerous context maturing in the future. To decide on preventive war is to elect to prevent a particular, very threatening strategic future from coming to pass. Despite much legal argument, there is no legal difficulty with either concept. The UN Charter, with its recognition of the inherent right of sovereign states to self-defense, as generally interpreted around the world does not require a victim or target state to suffer the first blow. To strike preventively in self-defense is legal, though it will usually be controversial. Preventive war is simply war, distinguishable only by its timing, and possibly its motivation.

For several decades after the Second World War, American politicians and citizens shared the belief that a war launched in the absence of a truly imminent threat or in response to another’s attack was raw aggression. Preventive war was seen as contrary to the American character and its traditions, a violation of deeply held normative beliefs about the conditions that justify the use of military force. This ‘anti-preventive war norm’ had a decisive restraining effect on how the US faced the shifting threat in this period. But by the early 1990s the Clinton administration considered the preventive war option against North Korea and the Bush administration launched a preventive war against Iraq without a trace of the anti-preventive war norm that was central to the security ethos of an earlier era. While avoiding the sharp partisan and ideological tone of much of the recent discussion of preventive war, Preventive War and American Democracy explains this change in beliefs and explores its implications for the future of American foreign policy.
