Book excerpt: To prevent the diversion of precursor chemicals for use in the illicit manufacture of drugs, governments must have adequate legislation in line with the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances as well as effective working mechanisms and procedures for information feedback between the authorities involved in the control of precursor chemicals. The International Narcotics Control Board in its report for 2003 examines actions taken recently and highlights both successful results and shortcomings that have been identified. The report focuses on major international operations launched with the assistance of the Board. It is divided into four parts, including treaty adherence and reporting by governments; prevention of diversion; overview and analysis of illicit traffic; and the annexes.

Book excerpt: This is the INCB's annual report on the trends and patterns in the diversion of and trafficking in precursors used in the manufacture of drugs. During the reporting period the Board and governments have continued to give priority to maintaining practical and effective mechanisms for the rapid verification of transactions with precursors, particularly through the system of pre-export notifications. From March 2006 these notifications can be exchanged electronically via the PEN Online system. This report also includes estimates of countries' legitimate needs for precursors which can be used in the illicit manufacture of metamphetamine, amphetamine and ecstasy. Such estimates can be used to determine the legitimacy of shipments of precursor chemicals.

Available in PDF, EPUB and Kindle. Book excerpt: Forensic analysis relates to the development of analytical methods from laboratory applications to in-field and in situ applications to resolve criminal cases. There has been a rapid expansion in the past few years in this area, which has led to an increase in the output of literature. This is the first book that brings together the understanding of the analytical techniques and how these influence the outcome of a forensic investigation. Starting with a brief introduction of the chemical analysis for forensic application, some forensic sampling and sample preparation, the book then describes techniques used in forensic chemical sensing in order to solve crimes. The techniques describe current forensic science practices in analytical chemistry and specifically the development of portable detectors to guide the authorities in the field. The book provides an excellent combination of current issues in forensic analytical methods for the graduates and professionals. It will cover the essential principles for students and directly relate the techniques to applications in real situations.

The report also provides updates on ketamine and cannabis, as requested by resolutions of the Commission on Narcotic Drugs. It contains updates on the work of international bodies concerned with controlled substances, as well as summaries of the follow-up discussions on recommendations made at the previous ECDD meeting, and on the discussions on criteria for assessing new psychoactive substances and on terminology.

Book Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals

Download or read book Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-05-19 with total page 215 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improvised explosive devices (IEDs) are a type of unconventional explosive weapon that can be deployed in a variety of ways, and can cause loss of life, injury, and property damage in both military and civilian environments. Terrorists, violent extremists, and criminals often choose IEDs because the ingredients, components, and instructions required to make IEDs are highly accessible. In many cases, precursor chemicals enable this criminal use of IEDs because they are used in the manufacture of homemade explosives (HMEs), which are often used as a component of IEDs. Many precursor chemicals are frequently used in industrial manufacturing and may be available as commercial products for personal use. Guides for making HMEs and instructions for constructing IEDs are widely available and can be easily found on the internet. Other countries restrict access to precursor chemicals in an effort to reduce the opportunity for HMEs to be used in IEDs. Although IED attacks have been less frequent in the United States than in other countries, IEDs remain a persistent domestic threat. Restricting access to precursor chemicals might contribute to reducing the threat of IED attacks and in turn prevent potentially devastating bombings, save lives, and reduce financial impacts. Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals prioritizes precursor chemicals that can be used to make HMEs and analyzes the movement of those chemicals through United States commercial supply chains and identifies potential vulnerabilities. This report examines current United States and international regulation of the chemicals, and compares the economic, security, and other tradeoffs among potential control strategies.
