These representations have fueled debates on the need for welfare reform and have focused public attention on adolescent pregnancy among Black Americans. In Reconceiving Black Adolescent Pregnancy, Elizabeth Merrick presents a new understanding of childbearing and adolescent development among lower income Black American teenage girls. The author focuses primarily on the individual stories and themes of the six participants in the study. The first section provides the context, and the second section provides the major thematic findings. The final sections focus on agency and identity in this population. The findings that emerged from Merrick's study yield a provocative view that stands in marked contrast to assessments of pregnant Black adolescents as being deviant or greedy for welfare. There is a need for developmental models that start from, or at least incorporate, non-majority experiences. In particular, ethnographic accounts can provide key insights into different developmental pathways. Out of such accounts, new paradigms may also emerge to guide developmental research. Reconceiving Black Adolescent Pregnancy fills this void.

Finally, intervention and prevention strategies that educate teenage girls around sexual scripts and utilize personal narratives are essential to reducing teen pregnancy are presented.

Social Bonds and Teen Pregnancy reports on a recent study of pregnant and parenting runaway and homeless girls found on American streets. Authors LaWanda Ravoira and Andrew Cherry examine the factors that shape these girls' decisions and life experiences, including family, individual, and community bonds; religiosity; parental and individual attitudes toward premarital sex; tolerance for minor deviance; feelings of self-worth; and sense of power over one's own life. Contrary to prior research, which characterizes sexually active girls as dependent or victimized, this study suggests that girls who have had sexual intercourse before age sixteen are more mature and in control of their lives than their peers. Social Bond theory is used to provide a framework for thinking about the development of prevention and intervention programs for at-risk girls, as well as for the development of national policies to address the long-term negative consequences of adolescent pregnancy and parenting. Ravoira and Cherry provide an overview of youth services, along with an appraisal of the impact of current government policies, in order to highlight gaps in services at the national and local levels. A review of the antecedents of teen pregnancy and a critique of the theoretical literature suggest numerous psychosocial reasons for the growing phenomenon of earlier pregnancy and parenting. This book was written to summarize this work and was c- ceived to be an educational resource for diverse audiences who work with African American girls including: (1) researchers who conduct research and intervention programming; (2) professionals who work with African American adolescent girls such as teachers, social workers, prevention specialists, therapists and counselors, and mental health workers; and (3) a general audience of persons with an interest in African American adolescent female’s well-being and developmentsuch as parents, community leaders, girl’s group leaders (i. e. , Girl Scout leaders), and church and spiritual leaders. This book is both descriptive and practical. Each chapter covers the most current literature on African American adolescent girls, and reviews and discusses ways in which they are similar to and unique from girls in other ethnic groups and from African American boys. An understanding of who they are and how they function allows us to make recommendations about ways to support these girls and to re- cus and/or strengthen already positive attributes.

The panel discussion of these representatives of national initiatives was followed by a panel discussion of representatives from Best Friends, a program for girls and young women, and the Institute for Responsible Fatherhood and Family Revitalization. The transcribed comments and prepared statements of members of both panels are supplemented by letters, statements, and other documents submitted for the record.
