This process includes that candidates take a written test, an oral interview, a psychological battery of tests, a physical agility test and a medical exam. In addition, each applicant is subjected to a very thorough background investigation. In analysis, the author determined the testing procedure of the Moorhead Police Department generally follows the format accepted by most experts. There is dispute, however, on the value of a written test used to rank police officer candidates. A second problem is an unnecessary time delay during each successive step of the testing. These delays are caused by the organizational structure of the department and the requirement that each level of authority be involved in each step of the the process. Both of these concerns will be addressed by recommendations which should make the entire process more efficient and less costly.
