In addition, it serves as a transition document to the Risk Management Plan (RMP) required by the Project per DOE Order 413.3, "Program and Project Management for the Acquisition of Capital Assets." Technical uncertainties have been identified as design basis elements (DBEs) and captured in a technical baseline database. As the risks are discovered, assessed, and mitigated, the status of the DBEs in the database will be updated and tracked to closure.

Book excerpt: Settlement Agreement between the Department of Energy and the State of Idaho mandates treatment of sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center within the Idaho National Engineering and Environmental Laboratory. One of the requirements of the Settlement Agreement is to complete treatment of sodium-bearing waste by December 31, 2012. Applied technology activities are required to provide the data necessary to complete conceptual design of four identified alternative processes and to select the preferred alternative. To provide a technically defensible path forward for the selection of a treatment process and for the collection of needed data, an applied technology plan is required. This document presents that plan, identifying key elements of the decision process and the steps necessary to obtain the required data in support of both the decision and the conceptual design. The Sodium-Bearing Waste Treatment Applied Technology Plan has been prepared to provide a description/roadmap of the treatment alternative selection process. The plan details the results of risk analyzes and the resulting prioritized uncertainties. It presents a high-level flow diagram governing the technology decision process, as well as detailed roadmaps for each technology. The roadmaps describe the technical steps necessary in obtaining data to quantify and reduce the technical uncertainties associated with each alternative treatment process. This plan also describes the final products that will be delivered to the Department of Energy Idaho Operations Office in support of the office's selection of the final treatment technology.

Book excerpt: Sodium-bearing waste (SBW) disposition is one of the U.S. Department of Energy (DOE) Idaho Operation Office's (NE-ID) and State of Idaho's top priorities at the Idaho National Engineering and Environmental Laboratory (INEEL). The INEEL has been working over the past several years to identify a treatment technology that meets NE-ID and regulatory treatment requirements, including consideration of stakeholder input. Many studies, including the High-Level Waste and Facilities Disposition Environmental Impact Statement (EIS), have resulted in the identification of five treatment alternatives that form a short list of perhaps the most appropriate technologies for the DOE to select from. The alternatives are (a) calcination with maximum achievable control technology (MACT) upgrade, (b) steam reforming, (c) cesium ion exchange (CsIX) with immobilization, (d) direct evaporation, and (e) vitrification. Each alternative has undergone some degree of applied technical development and preliminary process design over the past four years. This report presents a summary of the applied technology and process design activities performed through February 2004. The SBW issue and the five alternatives are described in Sections 2 and 3, respectively. Details of preliminary process design activities for three of the alternatives (steam reforming, CsIX, and direct evaporation) are presented in three appendices. A recent feasibility study provides the details for calcination. There have been no recent activities performed with regard to vitrification; that section summarizes and references previous work.

The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.
