Book excerpt: The strategic importance and relevance of Army Installations and their role in the future of our national defense is undisputed. Their vital role in the execution of the National Security Strategy through power projection both for the homeland and abroad will continue to be a critical dimension of the military element of national power. The ability to accomplish the missions assigned to the Installations as Power Projection Platforms (PPP) lies heavily in the proper resourcing of the Installations. Installation resourcing is one of the primary means required in the balance of strategic ends, ways, and means to conduct power projection operations. The challenge for the Department of Defense and the Army is establishing the necessary conditions that will insure that Installations will be fully capable of supporting their increasingly critical role as Power Projection Platforms. The purpose of this paper is to articulate how PPPs can be significantly enhanced by restructuring organization and manning, investing in the infrastructure, and allowing PPPs to create habitual relationships with enabling agencies and organizations. These measures will create synergy for Installations in power projection operations and allow them to successfully support accomplishment of the National Security Strategy, Homeland Defense, and Army transformation objectives.

Readiness is the Army's number one priority, and installations are essential, "The Army's assistant chief of installation management (ACSIM) ensures readiness by establishing policies, synchronizing programs, and providing resources for installation infrastructure and services" A risk to Readiness and the critical infrastructure at Army installations has surfaced because of 21st Century digital interconnectivity, improved technology all connected by the internet. The U.S. now faces a cyber threat that erodes America's Strategic advantage to project combat power and achieve National Defense Strategy and Objectives. This threat is compound because the Army's power projection infrastructure relies heavily on commercial organizations in private industry. Without the appropriate deterrence measures, these organizations are susceptible to attacks below the level of armed conflict, including cyber and utility sabotage. Because of the growing threat of near-peer nation-states, rogue nations' and terrorist organizations, defending critical military and civilian network infrastructure is significant if the Army seeks to retain its competitive advantage. This paper examines the critical infrastructure, vulnerabilities, threats, policies, gaps, and authorities necessary to protect the Army's Power Projection Platforms (PPP) from cyber-intrusions. Finally, it will make recommendations on training, governance and legislation, responsibilities required to defend the critical infrastructure that underwrites the Army Power Projection Platforms."--Introduction.

Book excerpt: The United States Army has changed from a Cold War threat based, forward deployed force, to a CONUS based full spectrum, threats-adaptive, capabilities based force as seen throughout the 1990's and 2000. Operationally, the Army is transforming to provide strategic dominance across the entire spectrum of operations. As outlined in Joint Vision 2010, Army Vision 2010 and Installation Vision 2010, the Army must be able to project a ready force rapidly, world wide to the point of decision. In order for the Army to be relevant now and in the future, units must be capable of deploying and redeploying. This is a basic operational and strategic requirement that involves the delineation of responsibilities between the tactical deploying/redeploying unit and those units in support of them. This monograph focuses on the issue: Do Garrison Commands in CONUS and Area Support Groups (ASG)/Base Support Battalions (BSB), OCONUS, have responsibilities for warfighting units deployments and redeployments? Structurally, the monograph outlines the history, methods and results of the formalization of installation management. The development of installation doctrine as outlined in FM 100-22, Installation Management, is addressed to describe responsibilities for deployment and redeployment. A CONUS and OCONUS based paradigm for Garrison and Area Support Group responsibilities for deploying/redeploying units is presented. The Garrison Command at Ft. Drum, NY, in support of the 10th Mountain Division (Light Infantry) and the 104 th Area Support Group in Hanau Germany in support of 1 st Armor Division are presented. The monograph concludes that Garrison, ASG and BSB commands have critical responsibilities in supporting warfighting unit deployments, sustainment for forces and families staying behind and redeployments.

Book excerpt: Faced with the challenge of deterring and defeating aggression by the kinds of highly capable adversaries highlighted in the 2018 National Defense Strategy, the U.S. Air Force (USAF) is exploring alternative weapon systems and concepts of employment that will allow it to generate combat power without being harnessed to air bases and runways that adversaries may view as high-value targets. In this report, the authors examine the logistics and sustainment aspects of an emerging operational concept for employing a family of unmanned aerial vehicles that can be launched, recovered, and sustained with minimal reliance on runways, thereby improving operational resiliency in the face of adversary targeting of runways. The authors find that this class of weapon system-called affordable runway-independent unmanned aerial vehicles (ARIUAV)-can conduct high-volume combat operations with lower resource requirements than traditional platforms. The authors identify options for reducing the logistics and support "footprint" associated with ARIUAV operations by using nontraditional support concepts and incorporating design changes that enable reduced support requirements.

Book excerpt: Not since WWII has the U.S. National Military Strategy (NMS) relied so heavily upon the use of the Army National Guard and Army Reserve to prosecute a war. The "Total Force Policy" eliminated our nation's ability to rapidly expand the size of our military force through the draft, and placed our Reserve Components (RC) in the role of a strategic reserve. Today, the RC role has expanded into one in which they are fully integrated into the NMS as an operational force. At the core of this strategy is the ability to respond to crises worldwide through the power projection of U.S. based active component (AC) and RC forces. Until recently, the large-scale mobilization of RC forces was rarely exercised or evaluated at a strategic level to determine the validity of these plans. When looked at critically, many mobilization plans were invalidated by the Base Realignment and Closure (BRAC) legislation of the last decade. This paper examines this perilous situation in more depth and offers strategic recommendations to better address capacity gaps and reduce the risks created by current BRAC actions, the Integrated Global Presence and Basing Strategy (IGPBS), and the conversion of AC and RC to the modular force.
