Her highly original work challenges celebratory and universalist accounts that tend to reify "civil society" as a unified and coherent entity, and to ascribe a single meaning and automatic trajectory to its role in democratization. She shows how mobilization in the name of civil society is contingent on the intercession of citizens and performative displays of citizenship—as opposed to other appeals and articulations of identity, such as class. In short, Hedman argues, the very definitions of "civil" and "society" are at stake. Based on extensive research spanning the course of a decade (1991–2001), this study offers a powerful analysis of Philippine politics and society inspired by the writings of Antonio Gramsci. It draws on a rich collection of sources from archives, interviews, newspapers, and participant-observation. It identifies a cycle of recurring "crises of authority," involving mounting threats—from above and below—to oligarchical democracy in the Philippines. Tracing the trajectory of Gramscian "dominant bloc" of social forces, Hedman shows how each such crisis in the Philippines promotes a countermobilization by the "intellectuals" of the dominant bloc: the capitalist class, the Catholic Church, and the U.S. government. In documenting the capacity of so-called "secondary associations" (business, lay, professional) to project moral and intellectual leadership in each of these crises, this study sheds new light on the forces and dynamics of change and continuity in Philippine politics and society.

Book excerpt: Examining two state-sponsored history writing projects in Indonesia and the Philippines in the 1970s, this book illuminates the contents and contexts of the two projects and, more importantly, provides a nuanced characterization of the relationship between embodiments of power (state, dictators, government officials) and knowledge (intellectuals, historians, history). Known respectively as Sejarah Nasional Indonesia (SNI) and the Tadhana project, these projects were initiated by the Suharto and Marcos authoritarian regimes against the backdrop of rising and competing nationalisms, as well as the regimes’ efforts at political consolidation. The dialectics between actors and the politico-academic contexts determine whether scholarship and politics would clash, mutually support, or co-exist parallel with one another. Rather than one side manipulating or co-opting the other, this study shows the mutual need or partnership between scholars and political actors in these projects. This book proposes the need to embrace rather than deny or transcend the entwined power/knowledge if the idea is for scholarship to realize its truly progressive visions. Analyzing the dynamics of state–scholar relations in the two countries, the book will be of interest to academics in the fields on Southeast Asian history and politics, nationalism, historiography, intellectual history, postocolonial studies, cultural studies, and the sociology of knowledge.

Unofficial women's power is resourced through kinship politics, but because it is exercised behind the scenes it makes women vulnerable to criticisms that they are manipulative or scheming, wielding power that is illegal, undemocratic, anti-nationalist and unaccountable. But, at the other end of the equation, women's crusades against graft and corruption is doubly legitimized through both the modern discursive prioritizing of the nation-state and through women's traditional gendered roles as moral guardians. After democratization, though, a fault line appeared that split the people into citizens and the masses. The former were members of the middle class who engaged in civic action against the restored elite-dominated democracy, and viewed themselves as moral citizens in contrast with the masses, who were poor, engaged in illicit activities and backed flawed leaders. The masses supported emerging populist counter-elites who promised to combat inequality, and saw themselves as morally upright in contrast to the arrogant and oppressive actions of the wealthy in arrogating resources to themselves. In 2001, the middle class toppled the populist president Joseph Estrada through an extra-constitutional movement that the masses denounced as illegitimate. Fearing a populist uprising, the middle class supported action against informal settlements and street vendors, and violent clashes erupted between state forces and the poor. Although solidarity of the people re-emerged in opposition to the corrupt presidency of Gloria Macapagal Arroyo and propelled Benigno Aquino III to victory in 2010, inequality and elite rule continue to bedevil Philippine society. Each group considers the other as a threat to democracy, and the prevailing moral antagonism makes it difficult to overcome structural causes of inequality.
