Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

On the other, this region is troubled with, aside from many other conflicts, unsettled maritime disputes that have the potential to trigger wars between and among Asia-Pacific nations. Second, on top of these mixed currents, China and the United States compete intensely over a wide range of vital interests in this region. For better or for worse, the U.S.-China relationship is becoming a defining factor in the relations among the Asia-Pacific nations. Third, the U.S. strategic shift toward Asia-Pacific is, as President Obama puts it, not a choice but a necessity. Although conflicts elsewhere, especially the ones in the Middle East, continue to draw U.S. attention and consume U.S. foreign policy resources, the United States is turning its focus toward China and Asia-Pacific. Fourth, in the mid-2000s, the United States and China made an unprecedented strategic goodwill exchange and agreed to blaze a new path out of the tragedy that often attends great power transition. Fifth, at this time of U.S. strategic reorientation and military rebalancing toward Asia-Pacific, the most dangerous consideration is that Asia-Pacific nations having disputes with China can misread U.S. strategic intentions and overplay the "U.S. card" to pursue their territorial interests and challenge China. Finally, territorial dispute is becoming an urgent issue in the Asia-Pacific.

Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.

The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable.
