Book excerpt: Conventional theories of capitalism are mired in a deep crisis: after centuries of debate, they are still unable to tell us what capital is. Liberals and Marxists both think of capital as an ‘economic’ entity that they count in universal units of ‘utils’ or ‘abstract labour’, respectively. But these units are totally fictitious. Nobody has ever been able to observe or measure them, and for a good reason: they don’t exist. Since liberalism and Marxism depend on these non-existing units, their theories hang in suspension. They cannot explain the process that matters most – the accumulation of capital. This book offers a radical alternative. According to the authors, capital is not a narrow economic entity, but a symbolic quantification of power. It has little to do with utility or abstract labour, and it extends far beyond machines and production lines. Capital, the authors claim, represents the organized power of dominant capital groups to reshape – or creorder – their society. Written in simple language, accessible to lay readers and experts alike, the book develops a novel political economy. It takes the reader through the history, assumptions and limitations of mainstream economics and its associated theories of politics. It examines the evolution of Marxist thinking on accumulation and the state. And it articulates an innovative theory of ‘capital as power’ and a new history of the ‘capitalist mode of power’.

Since its first publication, this book has been one of the most powerful and wide-ranging critiques of the police power. Neocleous argues for an expanded concept of police, able to account for the range of institutions through which policing takes place. These institutions are concerned not just with the maintenance and reproduction of order, but with its very fabrication, especially the fabrication of a social order founded on wage labour. By situating the police power in relation to both capital and the state and at the heart of the politics of security, the book opens up into an understanding of the ways in which the state administers civil society and fabricates order through law and the ideology of crime. The discretionary violence of the police on the street is thereby connected to the wider administrative powers of the state, and the thud of the truncheon to the dull compulsion of economic relations.

In a time of profound and pervasive imperial transformation, the ideals of stability, proper order, and social harmony were integral to the legitimization of Ottoman power. And as Ottoman territory grew, so too did its network of written texts: a web of sultanic edicts, aimed at defining and supplementing imperial authority in the empire's disparate provinces. With this book, Heather L. Ferguson studies how this textual empire created a unique vision of Ottoman legal and social order, and how the Ottoman ruling elite, via sword and pen, articulated a claim to universal sovereignty that subverted internal challengers and external rivals. The Proper Order of Things offers the story of an empire, at once familiar and strange, told through the shifting written vocabularies of power deployed by the Ottomans in their quest to thrive within a competitive early modern environment. Ferguson transcends the question of what these documents said, revealing instead how their formulation of the "proper order of things" configured the state itself. Through this textual authority, she argues, Ottoman writers ensured the durability of their empire, creating the principles of organization on which Ottoman statecraft and authority came to rest.

In White World Order, Black Power Politics, Robert Vitalis recovers the arguments, texts, and institution building of an extraordinary group of professors at Howard University, including Alain Locke, Ralph Bunche, Rayford Logan, Eric Williams, and Merze Tate, who was the first black female professor of political science in the country.Within the rigidly segregated profession, the "Howard School of International Relations" represented the most important center of opposition to racism and the focal point for theorizing feasible alternatives to dependency and domination for Africans and African Americans through the early 1960s. Vitalis pairs the contributions of white and black scholars to reconstitute forgotten historical dialogues and show the critical role played by race in the formation of international relations.

Why has the region accommodated China's rise? David C. Kang believes certain preferences and beliefs are responsible for maintaining stability in East Asia. His research shows that East Asian states have grown closer to China, with little evidence that the region is rupturing. These states see China's rise as advantageous and are willing to defer judgment as to China's wishes and future actions. They believe that a strong China stabilizes East Asia, while a weak China tempts other states to seek control of the region. Kang's provocative work reveals the flaws in contemporary views on China and offers a new understanding of sound U.S. policy in East Asia.

Kang’s China Rising, which is a fine example of an author making use of creative thinking skills to reach a conclusion that flies in the face of traditional thinking. The conventional view that the book opposed, known in international relations as ‘realism,’ was that the rise of any new global power results in global or regional instability. As such, China’s development as a world economic powerhouse worried mainstream western geopolitical scholars, whose concerns were based on the realist assumption that individual countries will inevitably compete for dominance. Evaluating these arguments, and finding both their relevance and adequacy wanting, Kang instead turned traditional thinking on its head by looking at Asian history without preconceptions, and with analytical open-mindedness. Producing several novel explanations for existing evidence, Kang concludes that China’s neighbors do not want to compete with it in the way that realist interpretations predict. Rather than creating instability by jockeying for position, he argues, surrounding countries are happy for China to be acknowledged as a leader, believing that its dominant position will stabilize Asia, and give the whole region more of a hand in international relations. Though critics have taken issue with Kang’s conclusions, his paradigm-shifting approach is nevertheless an excellent example of developing fresh new conclusions through creative thinking.

Connecting Islamism research, Critical Constructivist norm research, and resistance studies from the field of International Relations Theory, it demonstrates that resistance constitutes both organizations' core norm and is relevant for their conceptions of political order. Based on primary Arabic data the book illustrates that the core norm of resistance, deeply intertwined with both organizations' interactions towards power preservation and the specific political context they are engaged in, characterizes Hezbollah's and Hamas' respective conceptions of political order and explains the differences between them. In contrast to common perceptions presented in research, politics, and the media, the book shows that in the case of both Hezbollah and Hamas the religious orientation, i.e. Shiite and Sunni Islamist political thought, plays a secondary role only when it comes to explaining Islamist organizations' political orientation. Bringing new insights from cases that lie beyond the Western liberal world order into Critical Constructivist norm research and resistance studies, the book establishes a theoretical framework that enables scholars to comprehensively analyze Islamist organizations' political orientation in different cases without being caught in limited analytical categories. It will be of interest to students and scholars of International Relations Theory, Middle East Studies, and Global Governance.

Bazaars are the economic bedrock for many throughout the region—they are the entrepreneurial hubs of Central Asia. However, they are often regarded as mafia-governed environments that are largely populated by the dispossessed. By immersing herself in the bazaars of Kyrgyzstan, Regine A. Spector learned that some are rather best characterized as islands of order in a chaotic national context. Spector draws on interviews, archival sources, and participant observation to show how traders, landowners, and municipal officials create order in the absence of a coherent government apparatus and bureaucratic state. Merchants have adapted Soviet institutions, including trade unions, and pre-Soviet practices, such as using village elders as the arbiters of disputes, to the urban bazaar by building and asserting their own authority. Spector’s findings have relevance beyond the bazaars and borders of one small country; they teach us how economic development operates when the rule of law is weak.
