Increasingly, the edifice of international drug control and laws is vacillating under pressures of reform. Scholarship on drugs history and policy has had a tendency to look at the issue mostly in the Western hemisphere of the globe or to privilege Western narratives of drugs and drugs policy. This volume instead turns this approach upside down and makes an intellectual attempt to redefine the subject of drugs in the Global South. Opium, heroin, cannabis, hashish, methamphetamines and khat are among the drugs discussed in the contributions to the volume, which spans from Sub-Saharan Africa to Southeast Asia, including the Middle East, North Africa, Latin America and the Indian Subcontinent. The volume also makes a powerful case for an interdisciplinary approach to the study of drugs by juxtaposing the work of historians, political scientists, geographers, anthropologists and criminologists. Ultimately, this edited volume is a rich and diverse collection of new case studies, which opens up venues for further research. This makes the questions that this book asks all the more salient: what is the place of illegal substances in the politics of modern Iran? How have drugs affected the formation of the Iranian state and its power dynamics? And how have governmental attempts at controlling and regulating illicit drugs affected drug consumption and addiction? By answering these questions, Maziyar Ghiabi suggests that the Islamic Republic of Iran's image as an inherently conservative state is not only misplaced and inaccurate, but in part a myth. In order to dispel this myth, he skilfully combines ethnographic narratives from drug users, vivid field observations from 'under the bridge', with archival material from the pre- and post-revolutionary era, statistics on drug arrests and interviews with public officials. This volume uses the economist's toolkit to examine the economic, political, and social problems resulting from such illicit activities as illegal drug trade, smuggling, and organized crime. The contributors consider several aspects of the illegal drug market, including the sometimes puzzling relationships among purity, price, and risk; the effect of globalization on the heroin and cocaine markets, examined both through mathematical models and with empirical data from the U.K; the spread of khat, a psychoactive drug imported legally to the U.K. as a vegetable; and the economic effect of the "war on drugs" on producer and consumer countries. As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

This book gathers together authors from the new wave of cannabis histories that has emerged in recent decades. It offers case studies from Africa, Asia, the Americas, Europe, and the Middle East. It does so to trace a global history of the plant and its preparations, arguing that Western colonialism shaped and disseminated ideas in the nineteenth century that came to drive the international control regimes of the twentieth. More recently, the emergence of commercial interests in cannabis has been central to the challenges that have undermined that cannabis consensus. Throughout, the determination of people around the world to consume substances made from the plant has defied efforts to stamp them out and often transformed the politics and cultures of using them. These texts also suggest that globalization might have a cannabis history. The migration of consumers, the clandestine networks established to supply them, and international cooperation on control may have driven much of the interconnectedness that is a key feature of the contemporary world.
