After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Book excerpt: Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.

The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.

Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.

Its findings are based on an innovative combination of datasets and rigorous economic analysis. Results suggest that poverty and income inequality in the Arab world are likely higher than official numbers have long suggested. Given that poverty indicators seem to be misleading for many countries in the region, the report introduces a new welfare measure reflecting food insecurity risks at both national and household levels to classify Arab countries into five risk groups. Regression analyses further show that, unlike in the rest of the world, manufacturing- and service sectorled growth, rather than agriculture-led growth, is most pro-poor in Arab countries. In addition, high levels of public spending in the Arab world do not do as much to stimulate growth as in other world regions, particularly in the case of education. Three key policy recommendations emerge from this report: (1) improve data and capacity as the basis for evidence-based decisionmaking, (2) foster growth that enhances food security at national and household levels, and (3) significantly enhance the efficiency and retool the allocation of public spending. More generally, the report argues that the region urgently needs national dialogues about societies' joint vision and economic development strategies. Successful design and implementation of these strategies will require visionary leadership, sound laws and institutions, politicians who are accountable and listen to the voices of the people, and civil society that is patient and accepts the tenets of democracy. The Arab world is awakeit is time to move forward.
