Book excerpt: L'objectif de cette thèse est de considérer la localisation géographique et l'environnement spatial de chacune des régions européennes dans l'estimation de l'impact des politiques de développement régional. A l'inverse des études à la Barro et Sala-I-Martin, nous ne considérons les régions comme des entités isolées. Pour y parvenir, les outils théoriques (modèles néoclassiques et endogènes de la croissance, les modèles d'économie géographique) et méthodologiques appropriés sont utilisés. Tout d'abord nous passons en revue les instruments des politiques régionales et l'évolution des disparités régionales. Ensuite, nous étudions la répartition du PIB par tête et des fonds structurels entre 145 régions européennes sur la période 1989-1999. Nous détectons la présence d'auto corrélation spatiale positive et d'hétérogénéité spatiale dans la répartition de ces variables. Nous mesurons ensuite par l'économétrie spatiale l'évolution du processus de convergence sur cette période et l'impact des fonds structurels. Nous trouvons des effets de débordement géographique, mais seulement entre régions cœur. Enfin, nous nous concentrons sur le système régional de l'Espagne car ce pays est le premier bénéficiaire des fonds régionaux, mais les inégalités régionales y augmentent fortement. Nous mesurons la convergence de la productivité du travail par secteur, puis nous estimons les paramètres d'une fonction de production de type CES en temps continu. Nous calculons aussi les gradients spatiaux des variables fondamentales par des méthodes de projection. Enfin, nous étudions la nature, soit compétitive, soit complémentaire, des effets de débordement géographique entre les régions ibériques

Book excerpt: At the end of 1992, things will never again be the same inside the European Economic Community (EEC), because, as that year draws to a close, the aims of the Single Act of European Union (SAEU), which became law in July, this year, will have become effective - thus creating a 'real' Common Market. This will mean that there will no longer be any obstacles to the free movement of goods between the Member States. Equally, and for the first time in the EEC's history, internal capital movements will be absolutely free, there will no longer be any exchange controls and it will be possible to freely establish financial services between EEC countries. Likewise, as currently being proposed by Lord Cockfield, wide variations in the levels of value added tax (VAT) between Member States will not be allowed. Also, in the case ~f the Common Agricultural Policy (CAP), it will no longer be possible (nor even necessary) to have the monetary compensatory amounts (MCA's). All these changes - but especially the increased freedom in capital movements - will have profound consequences for the different regions of the Community and it will be desirable to have a much more dynamic Regional Policy before 1993. Last, but by no means least, a greater number of decisions inside the Community will be made by majority voting and the Parliament will be endowed with enhanced powers.
