Book excerpt: The purpose of this Resource Agent Project was to assist the Fund for the Improvement of Postsecondary Education (fipse) and the postsecondary education enterprise in developing policy and program responses to the diverse problems associated with a changing economy. The project's three functions were to (1) examine policy directions related to the economy; (2) develop a network among FIPSE-supported projects in education and economics; and (3) disseminate program and policy information generated by the project. It was an experiment of fipse to see if clusters of projects, working in similar areas, could be formed to address common problems in a collaborative way. The project's activities were policy papers, a newsletter, case studies, the "New Directions for Continuing Education Sourcebook," and the Education and Economy Alliance. It convened a group of 24 other fipse projects to form the Education and Economy Alliance. Each of the projects in the Alliance was concerned with improving postsecondary educations' ability to respond to changes in the economy. The goal of the Education and Economy Alliance was to "make the whole more than the sum of its parts" in terms of identifying new policies and practices for postsecondary education responses to the changing economy. The appendix includes copies of all projects developed as a part of the Alliance project. (Sm)

Book excerpt: High paying and low skilled industrial jobs are diminishing, while low skilled and low paying service jobs are increasing. Those who are out of work or underemployed and lack the necessary education to fill higher paying jobs will be unable to fill a needed role in the economy. This change signifies a changing economy, the new economy, where globalization and evolving technology have facilitated a rapidly changing knowledge and skill base. If those who are unable to fill a role do not to gain the necessary knowledge and skills, not only will they lack economic self-sufficiency, but also they will be a drain on the American economy and society. New economy theory postulates a call to balance the needs of the economy and the needs of individuals, or the well being of society, individuals, and the economy will deteriorate. Education is the primary avenue to meet the needs of a changing workforce and the needs of individuals, especially those underserved. Community colleges are the most able to supply the education for these underserved students (Carnevale & Desrochers, 2001; Carnoy, 2000; McCabe, 2000). Through the perceptions and experiences of students who are 'beyond the margins, ' the data supplies guidance on how to effectively meet the needs of this population for the benefit of these individuals, society, and the economy. These suggestions follow from the experiences and perceptions of over sixty students interviewed at three community colleges in different regions of the U.S. that were theoretically appropriate (Mason, 1996). The major conclusion identified was the lack of consciousness that 'beyond the margins' students exhibit. These students reveal their lack of awareness through their limited knowledge and understanding of society, work, money, and education. It was also identified that underserved students must receive individualized and specific assistance through a well-designed educational support system to accomplish their academic and work aspirati.

These questions are fundamental to quantifying the productivity of the education sector. The studies in Productivity in Higher Education use rich and novel administrative data, modern econometric methods, and careful institutional analysis to explore productivity issues. The authors examine the returns to undergraduate education, differences in costs by major, the productivity of for-profit schools, the productivity of various types of faculty and of outcomes, the effects of online education on the higher education market, and the ways in which the productivity of different institutions responds to market forces. The analyses recognize five key challenges to assessing productivity in higher education: the potential for multiple student outcomes in terms of skills, earnings, invention, and employment; the fact that colleges and universities are “multiproduct” firms that conduct varied activities across many domains; the fact that students select which school to attend based in part on their aptitude; the difficulty of attributing outcomes to individual institutions when students attend more than one; and the possibility that some of the benefits of higher education may arise from the system as a whole rather than from a single institution. The findings and the approaches illustrated can facilitate decision-making processes in higher education.

Postsecondary educational institutions in the United States will continue to face increasing financial stress and waning public support as critics question the contribution of higher education to economic growth, which historically has been a major rationale for funding. Unless the trends in education financing can be changed, higher edu cation can be expected to stagnate. What, if anything, can be done? As a starting point, advocates of higher education need to more fully recognize the important ways in which higher education influences technological change and also is influenced by that change. As demonstrated by the chapters in this book, higher education is not a neutral or passive player in economic growth. This volume addresses topics related to the role of postsecondary education in national economic development within the United States.

Educational attainment (e.g., a high school diploma, college degree, or postsecondary training) provides career opportunities for advancement into leadership positions and benefits such as health insurance and retirement (Heckman, 2000). Additionally, an individual with a college degree can make over one million dollars more over a lifetime in salary than someone with a high school diploma (Carnevale, Cheah, & Hanson, 2015). Acquiring a college degree can lead to employment opportunities and is considered an asset in the U.S. economy (Washington, 2010). However, certain populations encounter barriers to attaining an education, particularly a postsecondary education, leading to a disparity in receiving the aforementioned benefits. Some of these populations include African American students, LGBTQ students, and students with disabilities. There is a dearth of information and research on providing guidance on implementation, research, and best practices in equity-based career development, college readiness, and successful postsecondary transitions for minoritized, at risk, or vulnerable populations. The editors of this volume invited authors with research and practice expertise around various student populations in preparing them for college and career readiness as well as postsecondary transitions. This book is the first of its kind to discuss career development and postsecondary transitions from an access and equity perspective. Further, this text serves as a call to action to ensure the United States’ most vulnerable populations has an opportunity to successfully transition into multiple postsecondary options after high school.

In the past, research conducted on low-income students in elite schools focused mainly on the admissions process. As a result, there is a dearth of research on what happens to low-income students once they are admitted and attend classes. This book chronicles an ethnographic study of twenty low-income men and women in their senior year at Dartmouth College and follows up with them four and twelve years post-graduation. By helping to bring visibility and self-awareness to low-income students and expose class issues and struggles, the author hopes to encourage elite institutions to change their policies and practices to address the needs of these students.
