Both the ‘methodological Europeanism’ and ‘methodological nationalism’ miss out the important links between economic and political processes at different spatial scales within Europe, and therefore, asymmetries and phenomena of uneven development. In addition, a discussion of possible scenarios which systematically addresses the implications of anti-crisis policies is missing. This volume seeks to close this gap by systematically integrating the analysis of economic policy or ‘technical’ solutions to the crisis within a broader framework of political economy. It argues that combining critical political economy approaches and post-Keynesian perspectives allows for a systematic understanding of the economic and political dimensions of the crisis. Although both approaches have the capacity to deal with asymmetries and uneven development, the heterogeneity in Europe has been an often largely neglected dimension of analysis. However, this recent crisis has shown that this is an essential dimension which has to be addressed in order to better understand the dynamics of European development and integration. Hence, this book aims to deal with asymmetries in Europe and to bridge the gap between the two perspectives. This work will initiate an integrative debate that is crucial for a deeper understanding of the current crisis and is an important resource for all students and scholars of IPE, European political economy and European politics.

In public discourse, economic and social pressures have overshadowed the other dimensions of the crisis, including societal values. However, the crisis of values would appear to be more than simply an effect of the recession. Europeans have lost trust in democratic institutions at all levels: European, national and local. Rising xenophobia and discrimination against minorities undermine the vitality of the European model of tolerance. Europe is plagued by endemic corruption which costs it more than €100 billion annually, triggering political instability. Some believe that once Europe is back on the path of growth the crisis of values will disappear, and that there will be a resurgence of faith in European integration. But in the long term, growth in Western societies may be impaired by serious “headwinds” resulting from demographic trends and rising inequalities, and Europe may become the first post-growth society. European societies are already changing their traditional characteristics as a result of exposure to the effects of two global mega-trends: the empowerment of the individual and cosmopolitisation. Can the European project be of relevance when addressing these challenges? What role in this process can be played by the Council of Europe, which is the embodiment of the idea that Europe is big-ger than the European Union and the European agenda is richer than the economy and politics?

According to this perspective, European institutions do not function well, democracy in the Union is flawed, eurozone problems have reached a critical point, and inward migration, which European institutions seem incapable of handling, is escalating. This book demonstrates that public choice theory can be a suitable analytical tool to examine the European integration process. It is based on the assumption that consumers, politicians and even nations are similarly concerned with their own interests (economic, political, and so on). Public choice theory enables us to ‘de-idealize’ the European integration process and see the interests of individual actors in the process more realistically. European integration does not occur because the actors are altruistic; rather, it comes about due to their rational pursuit of individual or group self-interests. European integration and other forms of globalization are not irreversible. For every action, there is an equal and opposite reaction. It remains a possibility that, after several decades of European integration, we are now entering an era of disintegration.
