This book explores the ongoing struggle for legitimate, accountable political leaders in postcolonial Southern Africa, focussing on dilemmas arising when ex-liberation movements form the governments. While the spread of multi-party democracy to most countries in the region is to be celebrated, democratic practice often has been superficial - a limited, elitist politics that relies on the symbols of the liberation struggle to legitimate de facto one-party rule and authoritarian practices. Using country cases from Tanzania, Swaziland, Zimbabwe, South Africa and Zambia, the collection explores three subthemes relevant to postcolonial governance in Southern Africa: how the struggle for liberation shapes the character of political transformation, the nature of rule in one-party dominant states headed by former liberation movements, and the processes of governance and resistance in post-liberation contexts. This book was published as a special issue of the Journal of Contemporary African Studies.

Book excerpt: Democracy is perhaps the defining characteristic of modern Western society, but even as late as the nineteenth century it was often viewed with suspicion by many who saw it as akin to anarchy and mob rule. It was not until the French and American revolutions of the eighteenth century that electoral democracy began to gain momentum as a serious force, which was eventually to shape political discourse on a broad, international scale. Taking as its focus the French Revolution, this book explores how the experience in France influenced the emergence of electoral democracy, arguing - contrary to recent revisionist studies - that it was indeed the progenitor of modern representative democracy. Rejecting the revisionist semiotic approach to political culture; it instead adopts a definition emphasizing the shared values that govern political behavior, arguing that the Revolution's essential contribution to modern political culture is its concept of citizenship, embracing widespread political participation. In a broader sense, the book studies the grass-roots democracy, focusing on participation in the primary and secondary electoral assemblies. It is primarily concerned with electoral behavior and practices: how can we explain the electoral process and its results? It analyzes electoral procedures and practices, and voter turnout, based on extensive quantitative data. While focused on political history, this work also examines political sociology, giving careful attention to the occupational composition of elected officials. Yet, more than two decades into democracy, economic exclusion in South Africa still largely re?ects the fault-lines of the apartheid era. Current discourse often con?ates BEE with the so-called tenderpreneurship referred to in the title, namely the reliance of some emergent black capitalists on state patronage. Authors go beyond this notion to understand BEEs role from a unique perspective. They trace the history of black entrepreneurship and how deliberate policies under colonialism and its apartheid variant sought to suppress this impulse. In the context of modern South Africa, authors interrogate the complex dynamics of class formation, economic empowerment and redress against the backdrop of broader macroeconomic policies. They examine questions relating to whether B-BBEE policies are informed by strategies to change the structure of the economy. These issues are explored against the backdrop of the experiences of other developing countries and their journeys of industrialisation. The relevant black empowerment experiences of countries such as the United States are also discussed. The authors identify policy and programmatic interventions to forge the non-racial future that the constitution enjoins South Africans to build.

Yet the forms of party system competition vary greatly: from highly stable, nationally organized, well-institutionalized party systems to incredibly volatile, particularistic parties in systems with low institutionalization.
