However, while there is a long history of global goal setting, there has been very little goal setting on national governance and institutions. Global governance was incorporated into the Millennium Development Goals (MDGs) as Goal 8, but there was no domestic governance goal. The proposed inclusion of Goal 16 in the Sustainable Development Goals (SDGs) - to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” - by the Open Working Group of the General Assembly on Sustainable Development Goals (2014) is therefore genuinely novel and important. In this short chapter we take a step back to try and clear up some conceptual confusion around the status of governance in international goal setting as well as flag up the likely political challenges facing the SDGs. We evaluate the historical process of governance goal setting, progress in the area, and finally assess the current debates and propose the most important issues facing the future of governance and development goals.

Book excerpt: The Millennium Development Goals (MDGs) were launched at the UN General Assembly in 2001, and have had great influence on the field of international development. The Goals cover areas such as extreme poverty (i.e. living on less than US$1.25 per day), primary education, child and maternal mortality, and HIV/AIDS; each Goal is supported by underlying targets, most of which have a target date of 2015. In July 2012, the UN Secretary-General established a High-level Panel, tasked with making recommendations as to what should replace the MDGs after 2015. Under the MDGs, some of the targets are phrased in universal terms, but others are relative - on extreme poverty, for example, the target is not to eliminate it but to reduce it by half. The Prime Minister has argued that the post-2015 framework should aim for the elimination of extreme poverty, and the Committee agrees. Another key debate is whether the post-2015 framework should incorporate issues of environmental sustainability, again supported by the Committee. The MDGs undoubtedly had great resonance around the world. The simplicity and measurability of the MDGs, and the level of responsibility countries have taken for meeting them, have been crucial factors in their success. For those involved in developing the post-2015 framework, the most critical task is to ensure that these strengths are retained.

This literature review is structured as follows: Firstly, a short introduction to the key terms facilitated in this paper will be given: 'development' and its distinction to 'sustainable development'. Secondly, the underlying methodology of critical discourse analysis (CDA) and its differentiation from discourse analysis (DA) will be presented in order to embed the subsequent overview. Finally, some main findings will be compared with the contribution of (C)DA to development studies. In late 2015, one of the most far-reaching consensuses in the world was unanimously agreed upon by the 193 countries of the United Nations (UN) General Assembly: the Sustainable Development Goals (SDGs). Set out to fulfil ambitious development targets by 2030, ranging from the complete eradication of poverty in all its forms everywhere (Goal 1) to strengthening the Global Partnership for Sustainable Development (SD) (Goal 17), this framework is part of the so-called Post-2015 Development Agenda respectively '2030 Agenda' (eponymous by the main document constituting the SDGs passed by the UN in 2015). As the intended outcome of this process, which was initiated in 2012, the SDGs are the legitimate successor of the Millenium Development Goals (MDGs), a set of eight goals that were promised to be reached by 2015 by the UN Millenium Declaration (passed in 2000). Facing manifold shortcomings of the MDGs, which were measured by a mere 18 targets, the SDGs were extended to 17 goals measured by 169 targets. Unsurprisingly and especially regarding their abundance, the SDGs faced harsh critique from most diverse commentators. In one of its issues in March 2015, the internationally renowned weekly newspaper The Economist, for example, portrayed the SDGs as even worse than useless. Due to their presumably bloated nature as a “myriad of top-down targets“ (The Economist 2015), they would not only distract from poverty eradication as the potentially most important goal but also overlook the importance of local contexts, ultimately resulting in “cookie-cutter development policies” (Ibid.). However, the majority of publication organs and stakeholders in the international development community did not articulate an equally harsh (and narrow) critique, as the goals of the SDGs seem difficult to contradict - at least on first glance.

Book excerpt: In September 2000, world leaders from 189 countries, including 147 Heads of State, gathered at the United Nations General Assembly to consider the challenges of the new millennium. They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization (UN 2000 (A/RES/55/2)). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To actualise this declaration, the UN established eight Millennium Development Goals (MDGs) to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the past 14 years thereafter, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target. This book brings together results of studies on progresses and challenges in the implementation of the MDGs in Lesotho, Kenya, Botswana, Madagascar, Tanzania, Ghana, Uganda and Nigeria. Approached as a super mantra revolving around “Republican Austerity” and “First, the poor”, it provides original analysis of structural and conjunctural challenges facing Mexico as regards People-, Planet-, and Peace-centered development. The book reveals the promise “First, the poor” is inconsistent with data on Mexico’s poverty reduction (SDG1). Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. Book excerpt: A review of the literature on the Millennium Development Goals (MDGs) published during the past fifteen years demonstrates that accountabilities have constituted one of this global framework's weaknesses. In response, we develop four dimensions of accountability in global development governance and apply them to the emerging Sustainable Development Goals (SDGs), the MDGs' successors. We focus on the extent to which the SDGs change accountabilities of bilateral donors and multilateral aid organizations to national recipient governments and to local beneficiaries. We find that compared to the MDGs, national governments had markedly more influence on the content of the SDGs. At the same time, despite UN-sponsored efforts to seek input from the public, post-2015 agenda-setting in global development governance continues being determined by policy elites. We conclude with a call for strengthening and institutionalizing downstream accountabilities as building blocks for global transparency and international aid effectiveness.
