Whatever tended to the upbuilding of its institutions whether commer cial, social, educational, religious or charitable, always found in him ready sup port and encouragement. He was elected president of the Board of Trade in 1881 and was reelected by acclamation for many succeeding years, during which time he was largely instrumental in inducing the United States government to build the jetty system at Columbia river bar. His position on any question of public policy was never one of hesitancy or doubt. His business, social, private and public life were above reproach, and his honesty of the character that needed no profession but made itself felt upon all with whom he came in contact. Though essentially a man of business, he took great pleasure in the social side of life. He was for a number of years president of the British Benevolent and St. Andrews Societies of Portland, to both of which he contributed liberally. He was one of the founders and charter members and for a time president of the Arlington Club. The Clan Macleay was named after him. He was one of the founders of the Chamber of Commerce. Politically the Doctor is an ardent republican, and although solicited at times to accept nomination for several important offices, he has persistently refused, preferring to confine his usefulness to his profession. In religions views he is liberal, rather leaning toward the belief of the denomination known as Christians, of which his parents were active and worthy members. Personally, the Doctor is a plain, unassum. ing man, of sensible and practical ideas. He is affable and pleasant in manner and has the same genial greeting for all, be they rich or poor, which has made him deservedly popular with all classes. Slight sketches of the history of the city have, indeed, been written, but nothing that answers to the importance of the subject has here tofore been undertaken. For conception and execution of the present work the city is indebted to D. Mason Co., a firm of enter prising publishers of Syracuse, New York. Learning that no general history of Portland had yet appeared, these publishers offered to undertake the work and to collect the materials for it. Aware, how ever, that it was necessary that these materials should be subjected to local editorial supervision, they requested me to perform that duty. Though my own daily employments were very exacting, I consented to do so. The result is now submitted to the public. My own work therefore has been that of editor rather than author. Some parts of the book I have written, and all of it, except portions of the biographical matter, I have revised with as much diligence as possible. Yet I cannot hope that the book is free from errors. Much has been handed down from memory, and inaccuracies therefore are unavoidable. Acknowledgments are due chiefly to O. F. Vedder, H. S. Book excerpt: Excerpt from Portland, Oregon, Its History and Builders, Vol. 2: In Connection With the Antecedent Explorations, Discoveries, and Movements of the Pioneers That Selected the Site for the Great City of the Pacific Judge Williams did not retire permanently from public office on leaving the cabinet, for in 1902 Portland honored him with election to the mayoralty, and in municipal affairs he rendered the same just and equitable decisions which marked his national service and at the same time advocated and instituted the spirit of progressiveness, reform and improvement which characterized his en tire administration. He continued an active member of the bar to the last, although in his later days his practice was largely confined to consultations and the preparation of briefs and legal documents. Almost to the closing day of his life he was at his office for several hours every day. With the exception of the brief period of his residence in the capital city he maintained his home in Portland from 1853 and was revered as one of the patriarchal representatives of the community, whose wisdom and experience constitute the springs of much that is stable and permanent in the city's growth. He ever maintained the 'deepest interest in public questions - those which demanded the highest states manship, the most far-reaching policy and the broadest intellectual solution. While in the practice and interpretation of law his life was largely passed, his reading and research compassed many fields of thought and were manifest in his public addresses on many themes of vital interest to state and nation. Early in his career he won and ever maintained a reputation as a clear, forceful and convincing speaker who in addition to powerful logic employed with equal facility and appropriateness illustration and narrative. His lectures upon the subject of Christianity from the standpoint of the historian and logician have commanded the interest and attention of thoughtful persons throughout the country and a valuable contribution to the best writing of the period on this subject is found in his lecture on the divinity of Christ. He was notable as an orator and numerous were the demands made upon him in this connection. He was a strong speaker on public questions, clear, powerful and convincing in his argument and to a rare degree felicitous as a post-prandial orator.
