Book excerpt: The Office of Naval Research (ONR) has the responsibility for defining and sponsoring research and development (R & D) necessary to support both the current and future requirements of the Navy and Marine Corps. To accomplish this mission ONR must fund a broad spectrum of research, ranging from basic research needed to open up new options for the long-term, to very near-term advanced technology development to support the current fleet. Moreover, ONR must make its R & D funding decisions in the presence of uncertainty: uncertainty in required capabilities, uncertainty in performance requirements, and uncertainty in the feasibility of a technology or R & D approach. This report describes the adaptation of an R & D portfolio management decision framework recently developed by RAND (Silberglitt and Sherry; 2002), PortMan, to support ONR's R & D decision-making, and the demonstration of its use via a case study evaluation of 20 sample ONR applied research projects.

Book excerpt: Many responsible elements of the Department of Defense (DoD), Congress, and the defense industry have expressed concern that the DoD, in downsizing and restructuring in recent years, is not cutting back on infrastructure, or non- combat elements, to a degree that is appropriate for the extent it is drawing down the combat force structure. Separately, proponents of the acquisition reform that is now under way question the need for DoD's maintaining as much infrastructure in-house as it has. Infrastructural elements are thus expected to get a more critical look in further rounds of budget-cutting. The Department of the Navy (DON) is undertaking such a critical examination-both to make appropriate preparations for the 1995 round of Base Realignment and Closure (BRAC) and to meet its need to make the best use of its resources for the longer term. In its examination, DON has divided its infrastructure into two parts. One part comprises research, development, and technology (RD & T); the other part comprises engineering, production, and support (EP & S). The purpose of this study is to offer analysis that will aid DON in its review of its RD & T infrastructure. More specifically, we present a framework for setting priorities for funding different lines of RD & T, and we offer our best application of that framework (Part I), we discuss ways in which the Navy might increase the efficiency and effectiveness of its RD & T investments-mostly through flexible insourcing and outsourcing strategies, which are sometimes collectively referred to as "smart buying" or "strategic sourcing." The objective of this research is to demonstrate that the Knowledge Value Added (KVA) and Real Options (RO) methodologies can be used to assess the current performance of core Maritime Domain Awareness (MDA) processes. This type of approach will help with identification and valuation of future options for an MDA process. The results of this research will assist MDA managers, and operational leaders, in making portfolio management decisions for allocating resources to create the correct support tools for MDA processes and support systems. The research will provide a proof of concept test of a set of decision support tools to support managers in the MDA ship tracking process. We also explored a new methodology for determining value added of management.
