Since most low-income areas are destined for rapid population growth even with substantial fertility declines, the emphasis is placed between moderately rapid and very rapid growth. Specifically, it is asked whether slower population growth will: 1) increase the growth rate of per capita income through increasing per capita availability of exhaustible resources, 2) increase the growth rate of per capita income through increasing per capita availability of renewable resources, 3) alleviate pollution and the degradation of the natural environment, 4) lead to more capital per worker, thereby increasing per worker output and consumption, 5) increase per capita levels of schooling and health, 6) decrease the degree of inequality in the distribution of income, and 7) facilitate the absorption of workers into the modern sector and alleviate problems of urban growth. It is additionally asked: 8) Do lower population densities lead to lower per capita incomes via a reduced stimulus to technologic innovation and reduced exploitation of economies of scale in production and infrastructure? and 9) Does a couple's fertility behavior impose costs on society at large? The report finds little support for either the alarmist or the more complacent viewpoint regarding the economic effects of population growth. It is concluded, on balance, that slower population growth would be beneficial to economic development for most developing countries, although a rigorous quantitative assessment of these benefits is difficult and context-dependent. Whether the economic problems caused by population growth are best approached by slowing the population growth rate depends ultimately on the costs of alternative policy responses. Reducing the number of unwanted births in a family results in both direct welfare gains to the family and in gains to society at large.

Book excerpt: In this book, a model of long-term interrelationships between income distribution, population growth and economic development is developed and estimated from data for 54 countries. The results indicate that a reduction of income inequality leads to lower fertility and mortality, to improvedbasic needs satisfaction, and to lower labour force participation of young and old males and of females in Asia and Africa. The effect of income distribution on saving and consumption is found to be negligible. These outcomes suggest that family planning and health policies in LDCs will show better results when they are supplemented with policies aimed at makingthe poor benefit from economic growth. As regards development policy, the results indicate that a reduction of income inequality does not impair the formation of physical capital, but enhances the formation of human capital and lowers the growth rate of the labour force.

Book excerpt: In this booklet, one of a series intended to apply economic principles to major social and political issues of the day, it is argued that although doomsayers claim that world population growth is threatening the ability of the world to feed itself and that drastic measures should be taken to curb population growth, the world population situation is not that bad. By using simple economics to analyze what determines the level and rate of growth of the population, one can show that the rate of population growth is the result of, among other things, economic factors. Given that, it is likely that the economics of population will in time dictate a slower rate of population growth. A look at the world's nations reveals that there is no relation between the income per capita of a country and that country's population per square kilometer. However, the rate of growth of the population of a country and that country's per capita income are related, in that high income countries have low rates of population growth and that low income countries have high rates of population growth. It is concluded that the major determinant in such growth concerns the cost and benefits of having children, and that as countries become more industrialized, the returns from large families, and hence the desire to have them, will decrease.
